Job Description
1. Provides oversight for departmental activities and manages and directly supervises all technical and service activities of the laboratory.
2. Collaborates with the Administrator of Laboratory Services to advance the Laboratory's programs and initiatives and set the department's objectives and operational and financial performance goals.
3. Interacts with regulatory bodies and ensures compliance with inspection outcomes.
4. Develops uniform internal policies, procedures, and standardized testing methodologies by evaluating workflow, new instrumentation, and staffing to make recommendations and changes regarding processes.
5. Directs and coordinates the interface between new and existing hospital information systems and laboratory instrumentation.
6. Establishes staffing allocations, assignments, and work schedules within laboratory disciplines(e.g., Chemistry, Hematology, Microbiology, Accessioning, Phlebotomy, Blood Bank, and Serology).
7. Collaborates with the Quality Manager of Laboratory Services and/or Administrator of Laboratory Services regarding ongoing quality, compliance, and performance improvement initiatives to ensure delivery of quality, patient-centered care and results.

Summary of Duties and Responsibilities
• Oversight of Pathology/Laboratory Quality Management Program
• Develop a system to monitor and assure compliance with the 21 QMS S-1 Quality System Elements
• Ensure communication, training, competency assessment and on-going compliance monitoring (audits) with requirements under the Laboratory's Quality Management System
• Perform internal audits and assure corrective actions are in place.
• Prepare and edit correspondence and reports pertaining to all laboratory information systems (Policy and Procedure Manuals, proficiency testing, personnel data, etc.)
• Apprise the Medical Director and lab administration of pending matters relative to Quality Systems
• Prepare replies to correspondence and initiate action on matters concerning document control and other Quality System issues.
• Participate in training programs to acquire knowledge of QMS
• Periodic evaluation of Quality Management System
• Under the direction of the Laboratory Medical Director formulate benchmarks and acceptable limits for the Quality Management monitors.

Minimum Qualifications

For Appointment to Level VI
1. In addition to being licensed as a clinical laboratory technologist by the NYSED, candidates must also meet one of the qualification requirements of a laboratory supervisor, as outlined in
Title 10, Section 58-1.4 of the New York Public Health Law; and
2. Two (2) years of experience overseeing laboratory operations, creating and establishing laboratory programs and reviewing and interpreting safety data, in a hospital or health care
setting; and
3. Successful completion of NYC Health + Hospitals' Supervisor Development Program within three (3) months of appointment or promotion.
