PURPOSE OF POSITION

This position is essential to the department. For compliance reasons, the Department of Pathology and Laboratory Medicine requires a QCQA Supervisor-Clinical Laboratory Technologist -LVI.

SUMMARY OF DUTIES AND RESPONSIBILITIES

Under Leadership of Chief of Pathology and Laboratory Medicine and Administrative Director of Pathology and Laboratory Medicine provide leading role managing and overseeing QAQC program.

I. POSITION SPECIFIC COMPETENCIES:
1. Provide leading role managing and overseeing QAQC program.
2. Develops, implements and maintains an in-service education program.
3. Ensures ongoing compliance and maintenance of policies and procedures with national standards and other applicable external regulatory requirements, guidelines, and accreditation authorities as well as safety and quality management standards.

III. MAJOR DUTIES:
1. Maintains the necessary documentation and records to comply with JCAHO, CAP, Medicare, Medicaid, North Brooklyn Health Network and Laboratory regulations.
2. Monthly Monitors and Data Collection for Pathology and Laboratory Quality Improvement.
3. Department Tracer Audits: Review the Tracer packet for each Laboratory and Department requirements of DOH and CAP and will be reviewed during inspection.
4. Develops and implements standard operating procedures.
5. Submission of Verge incidents if necessary and RCA for any Lab related Verge reports.
6. Deficiency Response for DOH and CAP (now done on-line).
7. Monitoring Proficiency Testing.
8. Participates in internal and external quality assurance and performance improvement activities, programs, training, and relevant health care events, as required.
9. Oversees and drives ongoing quality system assessment and improvement activities, identifies problems, and recommends standard and improvements.
10. Monitor and review departmental safety data and presents key findings and other appropriate parties and collaborates with staff to create strategies and recommendations for interventions and appropriate control measures.
11. Adherence to Safety Protocols, to Laboratory SOP and Hospital policies and procedures.
12. Investigates and resolves difficult analyses, interprets results and performs unusual and complicated tests.
13. Monitoring process of validation of any new instrumentation.
14. Monitor and review Linearity, Precision and Correlation on POC instrumentation.
15. Develops, implements and maintains an in-service education program for P&L Department.
16. Monitoring technical staff as it relates to laboratory quality control and assurance.
17. Provide clinical support to POC Laboratory.
18. Training and competency assessment of staff performing Point of Care Testing.
19. Participates in Laboratory in-service and continuing education as well as mandatory hospital in services and training.
20. Demonstrates knowledge in the use of Laboratory Information System.
21. Promotes a positive work image through productive and professional interaction with patients and other hospital personnel.
22. Reviews proficiency data for accuracy, completion and timely submission.
23. Organizes, monitors and updates documentation (Manuals) of technical policies and procedures.
24. Reviews in-house and reference laboratories incomplete work lists.
25. Ensures the ongoing review of existing laboratory policies and standard operating procedures to identify gaps or discrepancies and implement revisions, as necessary, to support quality control and risk management.
26. Ensures equipment needs are met, participates in the selection of new equipment, and follows safety and quality management standards, including allotment of sufficient space for performance of laboratory tasks by staff.
27. Maintains an effective working relationship with all regulatory and accrediting agencies and ensures appropriate coordination of audits and inspections, including the timely submission of corrective action plans and implementation of corrective actions, when required.
28. Maintains technical competence. Performs bench work as required.
29. Performs other functions as needed in the event of shortage of personnel.
30. Assist the Administrative Director of Pathology and Laboratory Medicine with other assignments/projects as necessary.

Minimum Qualifications

For Appointment to Level VI
1. In addition to being licensed as a clinical laboratory technologist by the NYSED, candidates
must also meet one of the qualification requirements of a laboratory supervisor, as outlined in
Title 10, Section 58-1.4 of the New York Public Health Law; and
2. Two (2) years of experience overseeing laboratory operations, creating and establishing
laboratory programs and reviewing and interpreting safety data, in a hospital or health care
setting; and
3. Successful completion of NYC Health + Hospitals' Supervisor Development Program within
three (3) months of appointment or promotion.
