Purpose of the Role
The Commissioning Safety Specialist is instrumental in ensuring a seamless transition from construction to operational phases in complex projects. This role is pivotal in developing and implementing Health, Safety, and Environmental (HSE) procedures during the pre-commissioning, commissioning, and start-up stages, contributing to Worley's mission of delivering sustainable solutions. The individual in this position will champion safety practices and ensure that all activities align with Worley's commitment to creating a more sustainable and safe working environment.
Key Responsibilities
Health and Safety Oversight: Provide comprehensive HSE support to commissioning and start-up teams, ensuring that all operations meet rigorous safety standards. Develop and enforce HSE procedures tailored to the unique needs of each project phase.
Safety in Transition Management: Facilitate the implementation of the Safety in Transition Plan, ensuring clear communication and adherence to safety boundaries between project-owned and manufacturing-owned areas.
Auditing and Compliance: Conduct thorough audits of safety practices and behaviors among commissioning and start-up personnel, ensuring alignment with Worley's safety objectives and industry best practices.
Procedure Development: Create and maintain HSE procedures, including the Site-specific Completions Safety Manual, covering critical areas such as Hazardous Energy Control, Joint Isolation, and Safe Work Permitting.
Incident Management: Lead incident reporting and investigation processes, providing detailed HSE statistics and ensuring corrective actions are implemented effectively.
Emergency Preparedness: Oversee the development and communication of emergency response arrangements, ensuring all project personnel are aware of and prepared for potential emergencies.

Educational Background: Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field. An advanced degree is advantageous.
Certifications: Professional certifications in relevant HSE disciplines, such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or NEBOSH, are highly preferred.
Experience: Proven experience managing HSE initiatives within large-scale, complex projects, with a track record of translating strategic objectives into actionable safety plans.
Problem-Solving Abilities: Strong analytical skills, with the ability to make informed decisions by applying comprehensive knowledge of HSE practices and regulations.
Communication Skills: Exceptional ability to communicate complex safety and environmental information clearly and effectively to diverse teams and stakeholders.
Team Collaboration: Demonstrated experience working in cross-functional teams, fostering a culture of safety, and contributing to Worley's goal of achieving sustainable outcomes.
Technical Proficiency: Proficiency in using HSE management systems and software tools to support safety initiatives and ensure compliance.
