Under the general direction of the Staff Services Manager I, the Senior Personnel Specialist (SPS) serves as the Transactions' Unit Compliance Officer and technical expert in order to generate various reports for HRB managers and supervisors; resolves the most complex, specialized, sensitive, and critical personnel and payroll functions in Transactions; and facilitates Transactions related training to departmental and DAA staff. The SPS acts as the staff specialist in a lead role to the Personnel Specialists and serves in a lead capacity over the reception staff. The SPS is responsible for thorough and detailed written and verbal interpretation of State personnel laws, rules, and regulations; State Controller's Office (SCO) payroll letters, personnel letter, and leave accounting letters; and collective bargaining unit contract provisions.

Duties include but are not limited to:

• Review and process all personnel transactions related to the DAAs.

• Monitor and maintain the HRB Transactions Mailbox, respond and/or distribute emails to the appropriate Personnel Specialist (PS) as necessary.

• Review, process, and reply to all A01 requests initiated by other departments.

• Oversee the retirement tracking spreadsheet to ensure the PSs process accurately and timely in compliance with the California State Controller's Office's (SCO) Personnel and Payroll Services Division (PPSD) Lump Sum Separation Tool Kit.

• Oversee and track monthly and special process reports related to personnel transactions including but not limited to the; Intermittent Benefit Tracking (IBT) Report, Compensated Time Off (CTO) older than 9 months report, PT over 16 hours, and Retired Annuitant Approaching 960 hours.

• Create, analyze, and update Transactions related processes, procedures, and forms as necessary.

• Review, complete, and setup garnishments.

• Track, review, and set up payroll deductions for Accounts Receivables (A/Rs), working directly with Financial Services to ensure timely notification and completion.

• Act as co-lead for PSs within the unit; serve as expert staff resource for difficult and complex personnel/payroll issues.

• Independently resolve complex personnel and payroll related issues presented by the Personnel Supervisor Is (PSI) in order to provide consistent direction and guidance the PSs.

Working Conditions

The duties of this position are primarily conducted indoors. Incumbent works in an office setting with various levels of personnel. The office is equipped with standard office tools including a desk, ergonomic chair, telephone with voicemail, computer, calculator, and file cabinets.

Travel by State vehicle or other public transportation systems to various locations throughout the State to attend training or meetings is required on an occasional basis.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information
The Human Resources Branch (HRB) provides a full range of services to the eight divisions and Executive Office of the California Department of Food and Agriculture (CDFA), and the 52 District Agricultural Associations (DAA). Services include personnel transactions, examinations, labor relations, position allocation, employee discipline, workers' compensation, disability management and consultation services to management in all Human Resource areas.
