Introduction

The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting for a Performance Management Section Manager in the Bureau of Prevention Treatment and Recovery (BPTR). BPTR promotes overall wellness through the management and support of community mental health and substance use services for people of all ages and backgrounds.

We offer the option to work remotely up to 5 days per week. You will be headquartered at one of the central or regional office buildings throughout the state. You will need to go into the office periodically for meetings, events, training, onboarding, and other operational needs.

Position Summary

The Performance Management Section focuses on contract processing and data collection and analysis for programs administered by the bureau that focus on community-based mental health and substance use services for individuals across the lifespan. As the Section Manager, you will:
  • Direct and supervise a team of staff who are responsible for bureau-wide contracting, performance management, and evaluation activities.
  • Coordinate all contracting and grants management activities involved with developing and managing the bureau's federal block grants including the allocation plan and reporting.
  • Oversee the evaluation responsibilities for programs and grants of the bureau.
  • Lead the development of accountable system of contract monitoring for over 600 contracts, including the development of performance-based outcomes for all contracts.
  • Direct and coordinate county and contractor financial and National Outcomes Measures data collection and the continuous improvement activities of the collection and integration of county Program Participation System (PPS) data with the Medicaid data system (MMIS).
  • Direct and oversee the development of the Bureau-wide policies, procedures and processes as it relates to procurement and contracting.
  • Oversee the staffing of the Wisconsin Council on Mental Health and the State Council on Alcohol and Other Drug Abuse and their committees.
  • Oversee the work of the section in coordinating the Administrative Rule writing, updating, and monitoring for the Bureau.

Salary Information

The starting salary is between $43.00 and $48.25 per hour (approximately between $89,400 and $100,300 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Human Services Supervisor and is in pay schedule and range 81/02.

Job Details

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee's headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience in a leadership or management role (e.g., delegating and assigning work, monitoring workloads, mentoring and training, establishing work goals, leading team meetings or workgroups, etc.).
  • Experience with contract or procurement administration (e.g., developing agreements or contracts, responding to procurements, monitoring performance and compliance, providing fiscal oversight, measuring and reporting on outcomes, etc.).
  • Experience developing grant application including needs assessments to develop grant applications, completing narrative and budget requirements, and assuring all grant reporting requirements are met.
  • Experience with health program evaluation using data indicators to make recommendations for program and system development or improvement.
Well-qualified applicants will also have one or more of the following:
  • Education, training, or experience in fiscal planning (e.g., using needs assessments to advise on activities and spending, reviewing past expenditures to advise on future needs, monitoring program budgets, coordinating with budget analysts and accountants, etc.).
  • Experience interpreting federal or state grant requirements, fiscal requirements, and allowable cost requirements.
  • Experience assessing and providing the training and technical assistance needs of partners in the provision of behavioral health programs.
  • Experience fostering a culture of psychological safety within a team (e.g., creating an environment where staff feel safe to ask questions and make mistakes, feedback delivered in a constructive and coaching style, etc.).
