--Overview:

The purpose of the Contracts Business Analyst function is to contribute to the efficiency, visibility and effectiveness of the Contracts Division, enabling data-driven decision-making and strategic planning within the organization. The position will work closely with contracts leadership and compliance.

Systems:

ORNL is utilizing the following:
  • Microsoft Business Suite.
  • SAP ECC which is being upgraded to S4/HANA.
  • SAP Ariba for all contracts and purchases.


Major Duties/Responsibilities:

Integrate and analyze data from multiple, disconnected, and complex data sets. This requires the ability to review and cleanse for data integrity, identify and address inconsistencies in data, develop solutions for dealing with non-linking and missing data, and synthesize complex data into clear and comprehensive reports, ensuring that findings are easily understood by a nontechnical audience.

  • Work independently on major analytic, technical and/or strategic projects that successfully bring complex data-driven information about Contracts business activities to leadership.
  • Collaborate with the Contracts leadership team to gather metrics, requirements and needs related to building contract spend models and reports.
  • Design and implement reports, dashboards and presentations using data visualization tools like Power BI, Excel, etc. to create impactful charts, dashboards, and graphs to communicate key metrics.
  • Develop and maintain databases necessary for projects and department functions independently and in collaboration with others.
  • Analysis of data in a business environment, to include procurement, finance, supply chain.
  • Prepare monthly and quarterly metrics to be shared with government customer and provide metrics overviews to internal leadership.
  • Ability to design innovative techniques for working with imperfect data sets and translate outputs of self-directed data analysis into easily digestible, insightful, and high-level findings for both compliance and practical applications.
  • Experiencein writing complex queries and reports within an ERP system.
  • Experience designing and managing relational database(s).
  • Experience in efficiently moving data among varied repositories (databases, websites, email, flat files, web services etc.).
  • Possess strong analytical reasoning skills with the ability to recognize and evaluate facts, to objectively analyze situations, and to synthesize and organize data/information from multiple sources and highlight salient facts.
  • Excellent writing and verbal communication skills, interpersonal skills and the proven ability to influence, communicate and interact effectively with colleagues, stakeholders and senior staff.
  • Must be comfortable working under pressure and able to produce quality work on multiple high-profile matters under tight deadlines.
  • Must be organized, resourceful, detail-oriented, a quick learner and a self-starter.
  • Ability to prioritize in a challenging environment of competing needs and expectations.

Basic Requirements:
  • BSdegree in a business field.
  • 5+ years of experience in data analytics.


Preferred Qualifications:
  • MSdegree in a business field.
  • Experience in with Business Intelligence systems and writing queries and reports.
  • Experience working with procurement/supply chain organizations in a federal contracting environment.
  • Basic understanding or exposure to procurement regulations, reporting requirements, etc. in a federal contracting environment.
  • Experience with SAP.
