The posted salary range budgeted for this position is between $5,521.58 and $7,288.58 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state position's classification salary group. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role.

Position Overview

The Data Compliance Analyst in the Data Reporting Compliance Unit will oversee the planning, developing, and implementing data reporting quality reviews, including some programming related to Leaver Records Data Validation (LRDV) and Discipline Data Validation (DDV). This position is critical in supporting multiple data-driven systems by ensuring data submitted through the Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) complies with required data submission standards. This position also manages the TSDS PEIMS data correction requests from local education agencies (LEAs), which includes trend analysis of the correction requests, and training of the Education Service Centers (ESCs) and LEAs to reduce the need for data corrections. This position works to increase transparency, fairness, and rigor and ultimately strengthen organizational foundations. The position works under minimal supervision, with considerable latitude for initiative and independent judgment.

About Office of IT

The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas' 5 million-plus students.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Data Quality Review: plan, develop, and conduct inquiries when PEIMS data submitted by LEAs contain anomalies or discrepancies as determined by the Performance-Based Monitoring (PBM) Division; annually, review and provide updates to the PBM manuals

2. LEA Documentation Analysis: compile, research, and analyze documentation and information submitted by identified LEAs to determine the accuracy of reported data

3. Formal Written Documentation: prepare formal written results for LEAs based on the documentation provided by the LEA during the data quality review. Issue corrective action plans to LEAs as needed

4. TSDS PEIMS Working Collection: work with LEAs requesting to make data corrections through the TSDS PEIMS working collection; analyze the corrections being requested and work with TEA program areas, LEAs, and ESCs to determine the trends and training needed

5. Technical Assistance and Training: provide technical assistance and training to LEAs, ESCs, and other users on the Texas Education Data Standards leaver reporting, discipline reporting, and other data issues discovered through the working collection



Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Experience: At least five [5] years of experience reviewing data for institutional databases with data submission standards, preferably in a school district setting

• Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

Other Qualifications

• Belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Ability to maintain good working relationships with a variety of people and groups, including school district and education service center personnel and TEA staff

• Ability to analyze problems and process information logically with strong attention to detail

• Ability to manage multiple, simultaneous tasks, develop solutions, and meet deadlines in a fast-paced environment in a positive and patient manner

• Ability to express ideas clearly, both verbally and in writing

• Experience working with state education data sources

• Experience with the Performance-Based Monitoring Data Validation System preferred

• Experience with the Texas Education Data Standard leaver and discipline reporting preferred

• Familiarity with student discipline policy

• SAS programming experience or willingness to learn some SAS programming

• May need to work outside normal work hours to accommodate other duties and tasks assigned

• Ability to analyze technical documentation

• Ability to self-reflect, give and receive feedback, and continuously improve
