The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education, Bureau of Child Care Subsidy Administration is currently recruiting to fill a DCF Program Supervisor position in Milwaukee, WI. This position is headquartered at our Milwaukee office and will have the option to work hybrid for up to 80% of the time. This schedule may change based on training or operational needs. Employees need to report to the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

This position will manage and direct staff responsible for childcare provider audits, investigations, and quality assurance measures for the administration of the Wisconsin Shares and YoungStar programs. This position provides oversight to a Program Integrity Section and supervises staff involved in monitoring provider's compliance with program rules and regulations regarding Wisconsin Shares and YoungStar. This position will implement management policies, assign and review work of staff, evaluate staff performance, and recommend corrective action when required. The position is responsible for coordinating services related to the above child care programs with local law enforcement agencies, Department of Health Services, County Agencies, Wisconsin Tribes, and other public and private agencies. This position ensures compliance with state and federal laws, administrative rules, and policies; evaluating program effectiveness and developing and implementing improvements/revisions as necessary; planning and monitoring consultation services, resolving complaints; and maintaining and reporting of program data.

Salary Information

The classification title for this position is DCF Program Supervisor . The starting salary is between $26.34 and $37.00 per hour ($54,787 and $76,960 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 81.03. A one-year probationary period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications

Minimally qualified applicants will have:
  • Experience providing training, direction, and/or guidance to staff in the performance of duties
  • Experience directing and/or coordinating workgroups or committees
  • Experience applying consistent policies and/or procedures within an organization/work unit
Well-qualified applicants will have:
  • Experience planning, assigning and/or supervising the work of staff (providing training, direction, evaluating work, etc.)
  • Experience coordinating services related to child care programs with various entities
  • Experience developing program reports to determine program integrity
  • Experience monitoring compliance with Wisconsin Shares and/or YoungStar program regulation
  • Experience organizing and actively participating in community outreach events (providing educational resources, building collaborative relationships, etc.).
