Under the direction of the Chief of Law Enforcement, Deputy Director, Office of Protective Services (OPS), the Deputy Chief administers, develops, implements, and evaluates policies, procedures, programs, and activities in alignment with the functions of specialized law enforcement, investigations, and fire services for patients and employees at the Department of State Hospitals (DSH) facilities throughout the State. The Deputy Chief conducts research and development of policies and procedures for Hospital Safety and Security, Contraband, Use of Force, Equipment, new technology, and various special projects. The Deputy Chief oversees the daily operation and supervision of the OPS and its personnel, and acts as the Chief of Law Enforcement in their absence. The incumbent is responsible for overseeing the accurate, timely, and effective completion of investigations and to detect or verify violations of rules, regulations, or laws applicable to the DSH. The incumbent directly supervises the Academy Commander, Supervising Special Investigator and Staff Services Manager II, as well as supervises and mentors the OPS investigative staff. The incumbent must pass a Live Scan background check through the Department of Justice and all peace officer pre-employment requirements. * Peace Officer/Firefighter (POFF) designation is pending approval from the California Department of Human Resources.

Working Conditions

Consistent with DSH Policy Directive 5338, Telework may be considered with prior approval from management. If approved, incumbent is expected to provide in-office coverage on a rotational basis, and attend a variety of face-to-face meetings, and/or may travel throughout California as needed, with prior notice.

Travel up to 10 percent of time may be required. Travel is reimbursed from the incumbent's headquarters in Sacramento. Incumbent is expected to report to the Allenby building in Sacramento at least twice per week.

    Department Information
    The Department of State Hospitals (DSH) manages the California state hospital system, to provide evaluation and treatment in a safe and responsible manner, by leading innovation and excellence across a continuum of care and settings.

    DSH oversees five state hospitals - Atascadero, Coalinga, Metropolitan (in Los Angeles County), Napa and Patton.

    Special Requirements

    Education: Equivalent to completion of the 12th grade and Training Requirement: Satisfactory completion of the training requirements of Penal Code Section 832.

    Citizenship Requirement: Pursuant to Government Code Section 1031(a), in order to be a peace officer, a person must be either a U.S. Citizen or be a permanent resident alien who is eligible for and has applied for U.S. Citizenship. Any permanent resident alien who is employed as a peace officer shall be disqualified from holding that position if his/her application for citizenship is denied.

    Felony Disqualification: Pursuant to Government Code Section 1029(a), persons convicted of a felony are disqualified from employment as peace officers except as provided under Welfare and Institutions Code, Division 2, Chapter 3, Article 8, Section 1179(b), or Division 2.5, Chapter 1, Article 4, Section 1772(b). Except as provided for by these statutes, persons convicted of a felony are not eligible to compete for, or be appointed to, positions in these classes.

    Background Investigation: Pursuant to Government Code Section 1031, persons successful in peace officer examinations shall be required to undergo a thorough background investigation prior to appointment. Persons unsuccessful in the background investigation cannot be appointed as peace officers.

    Medical/Psychological Screening Requirement: Pursuant to Government Code Section 1031(f), persons successful in peace officer examinations are required to successfully pass a thorough medical and psychological screening prior to appointment date. Persons unsuccessful in the medical and psychological screening cannot be appointed as peace officers.

    Drug Testing Requirement: Applicants for positions in these classes are required to pass a drug-screening test. (The drug-screening test will be waived for employees who are currently in a designated "sensitive" class for which drug testing is required under State Personnel Board Rule 213.)

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience in managing the law enforcement and fire services operations. Knowledge of legal authority, effective training standards and the ability to develop consistent, defensible law enforcement and fire service practices across the Department.
  • Demonstrated experience in overseeing confidential criminal and/or administrative investigations and utilizing law enforcement and fire service databases.
  • Demonstrated experience with effective leadership practices, group consensus building, and setting strategic goals and objectives for the development and implementation of law enforcement and fire service policies and regulations.
  • Demonstrated experience working collaboratively with organizational leadership, as well as control agencies and local law enforcement entities, as a liaison and advocate for DSH law enforcement and fire services concerns.
  • Knowledge and ability to develop and oversee effective law enforcement and fire service practices in a clinical setting, with unique and specialized interventions required for an inpatient population of forensic mentally ill patients.
  • Experience with developing and implementing key executive-level priorities and the ability to work in collaboration with law enforcement and fire service management within the Department to implement change and improve employee performance.
