Summary

The Deputy Chief of Staff is a senior level, career position in the Farm Credit Administration (FCA), Office of the Chief Executive Officer (OCEO), Office of the Chief of Staff (OCOS) supporting the Office of the Chief of Staff in planning, directing, and overseeing day-to-day control of operations for Agency offices in accordance with the operating philosophy and policies of the Chairman and Chief Executive Officer (CEO). This position is in McLean, Virginia.

Duties

This position reports directly to the Chief of Staff, a VH-45 position responsible for establishing strategic vision for the Offices of Agency Services, Examination, Regulatory Policy, Chief Financial Officer, Congressional and Public Affairs, Data Analytics and Economics, and Information Technology; Strategic Advisor for Innovation & Outreach; the position of the Chief Risk Officer, and the function of Performance Improvement Officer. The Deputy Chief of Staff acts on behalf of the Chief of Staff in his/her absence. The Deputy Chief of Staff supervises subordinate directors and staff as delegated by the Chief of Staff, and oversees the divisions, teams, working groups engaged in the projects, priorities, and initiatives of the Office including:

  • Ensuring compliance and execution of the FCA Strategic Plan, related long- and short-range operating plans and annual goals with policy and budget commitments and guidance from the CEO, COS, and the Farm Credit Administration (FCA) Board. Also serves as Performance Improvement Officer (PIO).
  • Directing and integrating the operations and activities of the Offices of Agency Services, Examination, Regulatory Policy, Chief Financial Officer, Congressional and Public Affairs, Data Analytics and Economics, Information Technology, Strategic Advisor for Innovation and Outreach, , and Chief Risk Officer, to fulfill all essential management and operational priorities and program accountabilities.
  • Working closely with the Office of the Board, Office of the General Counsel, Office of Secondary Market Oversight and Office of Equal Employment Opportunity and Inclusion on agency and board related matters as needed.
  • Monitoring operational performance and implementing appropriate modifications or corrective measures as may be necessary to fulfill planning commitments, including developing and implementing procedures and controls to monitor budget status and progress on operating plans.
  • In the absence of the COS and CEO, representing them and leading internal conferences and meetings with Agency executive leadership and management, promoting and reflecting the intent and objectives of the CEO and COS as they relate to the Deputy Chief of Staff's functions and responsibilities.
  • Under policy direction from the Board, Chairman and COS, providing oversight and ensuring coordination across all FCA offices as it relates to the Board's priorities and decisions on innovation. Coordinating with key offices and other federal agencies as necessary to lead the process to identify and evaluate innovative ideas across technology business processes changes, culture, as well as new concepts and approaches to doing work and solving business problems.
  • As a senior official, responsible to model the leadership value and behaviors that engender respect, integrity, inclusion, collaboration and forward thinking across all deliverables. This role will manage confidential information and balance transparency with confidentiality across all sensitive issues.

Qualifications

You may qualify at the VH-44 band level if you have one year of specialized experience equivalent to the at least to the VH-41 (GS-15 equivalent) band level in the federal service or equivalent. Specialized experience includes:
  • Developing and/or advising on the operational and management strategies, policies, and goals articulated by the Chairman, Board, COS, or head of an agency; collaborating with key staff to ensure supporting policies and programs are implemented effectively and to attain established priorities.
  • Directing or managing one or more of an agency's strategic visions for major administrative and program functions including, but not limited to examination of financial institutions; congressional and public affairs; budget and financial planning; data analytics and economics; human resources; procurement; strategic outreach and planning; and performance improvements; or information technology that has led to significant results.
  • Developing and maintaining networks and alliances, engaging in cross-functional activities, collaborating across the agency, and finding common ground with a widening range of stakeholders.
  • Balancing competing interests among a variety of customers and readily readjust priorities to respond to pressing and changing demands. Must be able to anticipate and meet the needs of clients while maintaining high-quality end products.
  • Leading and managing geographically dispersed, diverse staff and projects effectively, setting priorities, assessing performance, guiding staff development, and making budgetary recommendations.
  • Managing across the agency, building high performing teams, diminishing office silos, strengthening teams, and facilitating effective group and team dynamics.
  • Developing policy changes in response to changes in resources allocations or legislation.
  • Leading change management, development and implementation of innovations and modernization efforts across varying agency administrative and program functions for greater effectiveness and efficiency
  • Using data and digital tools to forecast and advise on strategic investments, developing and executing office's operating plan to achieve strategic goals and objectives and for the continuous improvement of policies and practices.
  • Adept at effective and values-led conflict resolution, problem-solving, feedback and leading through adversity.
