Pay

This position is an exempt position at pay grade 213.

Attendance

Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The Deputy Emergency Management Coordinator is responsible for coordinating the planning and preparation of emergency plans and annexes for the City department and the office of Emergency Management. They will coordinate the training and drills throughout the year, the training of different agencies on the use of WebEOC and reverse alert, and the managing, developing, implementing, and supervising Emergency Management programs. They will supervise temporary EOM staff during hurricane season and educate the public on the importance of preparedness prior to any emergency through presentations and meetings. In the case the Emergency Management Coordinator is not available, the Deputy Emergency Management Coordinator will serve in their place.

Responsibilities

• Assume full management responsibility for the office services and activities and recommends and administers policies and procedures

• At the direction and/ or in the absence of the Emergency Management Coordinator acts as the official Emergency Management representative to the Fire Chief, City Manager's office, and Mayor's Office

• Conducts activities related to key components of emergency management including, developing, implementing, and monitoring emergency plans; continuously identify potential hazards that threaten the City of Corpus Christi

• Coordinates training programs and emergency operation drills to prepare City staff to respond quickly and effectively to emergencies

• Maintains records of ICS training for City Personnel

• Prepares course materials for students, grades final exams, and prepares final documentation for submission to Texas Department of Emergency Management

• Coordinate the training of local, county, and regional Emergency Management on the use of WebEOC

• Coordinates with staff in making sure that all computers and software are updated

• Coordinates the setup of all incidents in WebEOC, Powerpoint presentations, and video wall in the EOC

• Coordinate the setup of other technical equipment, as necessary

• Responsible for all supplies and materials needed during an activation or training season

• Coordinates with partner agencies in the emergency management process, to include but not limited to planning using an all-hazards approach, and establishes and maintains networks of expert advisors and damage assessors for all types of hazards

• In coordination with the Emergency Management Coordinator, manages and participates in the development and administration of the office budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments, as necessary

• Tracks documents personnel attendance and administration expenses

• Tracks personnel exercise participation activity and progress

• Documents and tracks all Emergency Management activities as requires for compliance and as required for reimbursement and reporting

• Maintains documentation and reports necessary for the administration of applicable grants

• Train different administrators on how to use the notification system, administers the addition and deletion of users in the system, manages the different groups as requested by organizations, manages accounts when necessary and creates/ manages the monthly notification messages for training to selected groups

• Trains different jurisdiction administrators on how to administer WebEOC for their jurisdiction, creates incidents and assign group when requested for the City and surrounding jurisdictions, tracks monthly WebEOC users, completes Fusion incidents for the Texas Department of Emergency Management when requested

• Attends WebEOC workshops to increase knowledge of the system

• Manages emergency management Facebook and Twitter accounts, the posts and tweets relevant content to reach the public, the web page for the EOM and tracks the growth of likes and followers

• May be asked to perform other duties as assigned

Qualifications

• Requires Bachelor's Degree (BA/ BS)

• Minimum of (4) four years of experience

• ICS training: 100, 200, 700, 800, 300, and 400

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
