Under the administrative direction of the California Air Resources Board (CARB) and its Principal Deputy Executive Officer, the Deputy Executive Officer (DEO) provides programmatic direction, policy leadership, and guidance to two Board divisions in the performance of their mandated program responsibilities and directs the activities of the Southern California Headquarters Academic and Public Partnership programs, including representing CARB within the Riverside City, County, and Chamber partnership efforts. The DEO also acts as the Executive Office representative in CARB's Southern California Headquarters, providing leadership to Southern California staff.

The DEO oversees and provides policy direction for the state's motor vehicle emissions certification and in-use compliance program for criteria and greenhouse gas emissions, and its mobile source laboratory program, which are housed in two separate divisions, the Emissions Certification and Compliance and the Mobile Source Laboratory Divisions. The DEO also provides direction and oversight to the Academic and Public Partnerships section that implements the Southern California Headquarters Academic Memorandum of Understandings with kindergarten through university level entities that aim to promote educational knowledge and career pathways in air quality and climate change. These activities involve overseeing budget, space, personnel and other considerations for Southern California, as well as policy formulation, regulation development and implementation, and program management, to carry out vehicle, engine and aftermarket parts emissions certification, vehicle and engine emissions testing program design and implementation, data generation and analysis, support of mobile source compliance and enforcement activities, and laboratory quality control. These activities impact and require close cooperation with federal, local and other state air pollution control programs, as well as many businesses worldwide, with specific emphasis on close interaction with the City and County of Riverside governments. As part of the Executive Staff, the DEO may represent CARB at the Legislature and local and federal agencies, especially in the Southern California region, and may serve on public-private partnerships. The DEO also coordinates special projects as assigned by the Board, Executive Officer, or Principal Deputy Executive Officer

    •Knowledge of vehicle emissions policies and measurement practices, with specific familiarity with California laws and policies relating to vehicle emissions.

    •Knowledge of policy and technical issues associated with implementation and enforcement of air pollution control strategies.

    •Knowledge of the scientific foundation for air pollution control, air pollution emission inventory methods, and the technical tools and models used in CARB programs.

    •Detailed knowledge of how state and federal government's function, and the State rulemaking process.

    •Ability to establish and maintain effective working relationships with senior representatives of industry, regulated facilities, environmental groups, the Legislature, media organizations, and federal, State, and local government agencies.

    •General understanding and awareness of multicultural protocols and sensitivity to cultural differences.

    •Ability to exercise discretion and diplomacy in sensitive interactions with stakeholders.

    Examination Information

    The examination process will consist of an evaluation of candidates' SOQ by a designated screening committee. The screening committee will use a predetermined evaluation criteria derived from the knowledge, skills, and abilities and desirable qualifications listed on this announcement.
