DTSC is seeking qualified candidates to serve as Southern California Division Chief. This leadership role will oversee a large division within the Site Mitigation and Restoration Program. You will have the opportunity to hone your existing skills and develop new ones while working in this interesting, challenging, and fast-paced program.

As a C.E.A you will have the opportunity to:
  • Provide direction and guidance to staff responsible for cleanup projects within the Site Mitigation Program Chatsworth Branch, Cypress Branch, Discovery and Enforcement Branch, and Schools Evaluation and Brownfields Outreach Branch
  • Communicate and coordinate with public interest and community groups, California Environmental Protection Agency staff, other federal or state agencies, the California Governor's Office, and the California Legislature regarding the progress and status of site cleanup projects
  • Direct staff in the coordination of all aspects of the site cleanup process at a variety of hazardous substances release sites from investigation through certification
  • Supervise and manage oversight on certified sites when long-term operation and maintenance is required
  • Provide supervision and overall policy direction on emerging issues and develops proposals to refine elements of the Program
  • Implement technical and policy decisions regarding federal facilities, state facilities, military bases, and private site cleanups throughout California
  • Serve as the principal advisor to senior management on complex technical and policy issues related to site cleanup
  • Represent DTSC in the establishment and coordination of statewide and national policies addressing the remediation of private, state, and federal sites
  • Serve as senior management and DTSC representative to the Department of Defense (DoD), U.S. Environmental Protection Agency (U.S. EPA) and local officials on specific high-priority site cleanup projects and property transfers
  • Serve as the Primary Point of Contact and Dispute Resolution Official for private sites, the U.S. Army Corps of Engineers, U.S. Navy, U.S. Army, U.S. Air Force, and other federal facilities
  • Serve as California's representative on national committees

Working Conditions

A hybrid telework schedule may be available for this position. The position is headquartered in Chatsworth or Cypress, CA. In-office at least two days per week.

    Statement of Qualification (SOQ) Instructions

    A Statement of Qualifications (SOQ) is required for the hiring manager's review. Applications submitted without an SOQ may be disqualified.

    Your SOQ should address the following:

    1. Describe your managerial and leadership experience that demonstrates the ability to lead a large multi-disciplinary team engaged in planning, developing, administering, and managing a multi-disciplinary environmental program.

    2. Describe your leadership and technical experience in interpreting and implementing laws, regulations, policies, and practices related to toxic and hazardous material releases, and their remediation.

    3. Describe your managerial experience in the application of planning, programming, budgeting and fiscal principals, and demonstrated ability to plan, organize, supervise, and direct the work of multi-disciplinary and geographically diverse professional staff.

    4. Describe your exemplary and strategic written and verbal communication skills with experience communicating program accomplishments and challenges to senior management, elected and appointed officials, stakeholders, and the public.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
