GENERAL SUMMARY:

The Director for Intelligence Operations manages and directs all facets of Mission Essential's Navy Intelligence contracts and task/delivery orders, both as a Prime and as a Subcontractor. He/she represents Mission Essential to current and prospective customers and industry leaders on program issues and enterprise capabilities. He/she directly supervises Project Managers, Site Leads, and analysts. The Director manages the profitability, delivery, fill rate, and transitions for all Navy Intel programs. He/she is responsible for monitoring and improving the productivity and professional development of Mission Essential's intelligence professionals performing on contact. He/she also delivers proactive solutions for organic growth, markets Mission Essential's capabilities to customers, develops technical solutions for new opportunities, and reports on emerging customer requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Supervise individual on-boarding and program transitions; ensure all intelligence professionals are trained, evaluated, and treated in accordance with Mission Essential's core values

• Communicate enterprise financial and marketing goals to PMs and explain their program's role in achieving the organization's strategic objectives

• Responsible for ensuring customer satisfaction from Mission Essential's intelligence programs by performing quality control on contract deliverables and working with government customers to gain feedback on classified work products

• Conduct formal monthly, quarterly, and annual reviews to monitor program performance and seek innovations to improve program deliverables and/or increase profitability

• Responsible for contract fill rates; ensure position requirements and priorities are understood by recruiting

• Maintain and update processes, procedures, and SOPs

• Identify potential growth opportunities; serve as a key stakeholder to develop future business opportunities

• Seek opportunities for growth by working with MEG Business Development Team

• Network with potential contract companies to develop teaming relationships that expands Mission Essential's capability

• Work closely with the Proposal team to draft, edit and review proposals

• Lead and hire intelligence staff personnel

• Identify "at risk funding," analyzing immediate and long-term profitability both at the delivery order as well as the contract level

• Ensure timely delivery of all financial and contract deliverables to the Government

• Mentor and coach junior staff members

• Perform other duties as assigned

JOB SPECIFICATIONS:

• Candidate must have a detailed understanding of the Intelligence Community (IC), intelligence products and processes is required.

• Naval Intelligence requirements, organizations, Echelons and USN Fleets is highly encouraged.

• Experience at the Office of Naval Intelligence is a benefit.

• Strong understanding of intelligence

• Must be detail-oriented and able to function effectively in a fast paced, multitasking work environment

• Demonstrated analytical and creative problem-solving capabilities

• Demonstrated sound judgment, integrity, and leadership skills

• Demonstrated ability to interact with both internal and external stakeholders at the highest levels (i.e. senior executives and general officers)

The position does offer hybrid working schedule, but this position requires the candidate to be local for in-person interaction and customer support.

REQUIREMENTS

TRAINING, EDUCATION AND DEVELOPMENT REQUIRED:

• At least 15 years of experience supporting/leading intelligence operations and analysis

• Current TOP SECRET with SCI Access clearance

• Must have thorough understanding of the competitive landscape

• Proficiency with Microsoft Windows-based applications including Word, Excel, Outlook, PowerPoint, Project, and Adobe Acrobat

KEY DESIRED EXPERIENCE:

• Certified Project Management Professional (PMPĀ®) or other professional project/program management certification (e.g., DAWIA Level III) with at least five (5) years proven Program Management success within the Intel Community

• Bachelor's degree or higher

• Direct experience with Naval Intelligence organizations (e.g. ONI)

UNUSUAL WORKING CONDITIONS (AS APPLICABLE FOR CONUS/OCONUS POSITIONS)

• Position may require CONUS/OCONUS travel
