As the Director of Software Engineering focused on Scrum practices, you will oversee, direct, and manage all activities related to implementing and optimizing Agile practices, organizational change enablement and communications, and Agile process governance. Responsible and accountable for establishing standards and practices that enable agile ways of working, driving consistent change adoption methodologies that increase efficiency and effectiveness, supporting the enablement of agile talent strategies, and instituting frameworks and processes to make knowledge available across the organization.

NOTE: This is a hybrid position that requires the candidate to be in the Plano, TX office at least 3 days per week.

Responsibilities
  • Drive strategy to enable key roles in the organization to be self-sufficient in day-to-day operations, practices, and enterprise-wide transformation efforts.
  • Enable standardized adoption of agile practices in the organization and provide knowledge and expertise around agile processes.
  • Provide strategic direction and guidance to senior leadership on Agile best practices, methodologies, and implementation strategies.
  • Coach Agile teams, Scrum Masters, Product Owners, and stakeholders on Agile principles, roles, processes, and ceremonies
  • Oversee the institutionalization of Organizational Change Management (OCM) throughout initiatives to ensure effective user adoption and change enablement.
  • Direct the enhancement of OCM practices by leveraging best practices and integrating feedback, ensuring the OCM function aligns with and supports strategic initiatives.
  • Develop and execute a comprehensive communications strategy, ensuring regular updates and strategic alignment with leadership on initiatives impacting employees.
  • Define and communicate critical OCM metrics to monitor and report the success of change initiatives, ensuring transparent evaluation and continuous improvement.
  • Collaborate with IT leadership to support the definition and enablement of the platform talent strategy and roadmap to cater to business platform and IT needs.
  • Design and manage a decision-making framework to facilitate efficient reporting, tracking, and resolution of critical cross-platform issues.
  • Mentor program managers, platform teams, and product teams in agile IT governance and continuous improvement, fostering an environment of learning and adaptation.
  • Recruit, hire, retain, and develop a team of professionals to support agile operations, organization change management, talent management, knowledge management, and platform governance.
  • Cultivate and maintain effective relationships with functional and business unit management, internal and external peers, and appropriate stakeholders.
  • Foster a culture of innovation, experimentation, and continuous learning, encouraging Agile mindset adoption beyond traditional development teams.
  • Stay abreast of industry trends, emerging Agile practices, and tools, incorporating relevant advancements into the organization's Agile framework.
  • Serve as leadership support to the VP of Software Engineering and lead special assignments when needed


Qualifications
  • Experience in Application Development/Solution Deployment for Public Sector Clients related to either Public Safety or Justice.
  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field; Master's degree preferred. Relevant work experience may be considered as an alternative to degree requirements.
  • Certified Scrum Master (CSM), Certified Scrum Professional (CSP), or equivalent Agile certifications preferred.
  • Minimum of 8 years of experience in Agile project management, or contract delivery interacting with an Agile Delivery organization, with at least 5 years in a leadership or managerial role.
  • Experience in leading and sustaining Agile transformations across large organizations, with demonstrated ability to embed Agile values and practices at all levels of the organization. Alternatively, experience in delivering/implementing complex software solutions preferably in missional critical environments.
  • Strong coaching, facilitation, and conflict resolution skills, with the ability to influence and inspire teams towards Agile adoption and mindset shift.
  • Proven leadership and management skills with multi-disciplinary teams.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and collaborate with stakeholders at all levels of the organization.
  • Experience in Agile tooling and metrics implementation, with proficiency in Agile project management tools (e.g., Jira, Rally, Trello) and Agile performance metrics (e.g., velocity, cycle time).
  • Demonstrated passion for continuous learning and professional development, with a commitment to staying updated on Agile industry trends, practices, and innovations.
