This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree and five years of professional experience in diversity and inclusion, equal opportunity, or human rights, which includes working with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members or working in human resources or labor relations where your experience is directly related to diversity and inclusion. Two years of this experience must have been at a supervisory level.

SUBSTITUTION:
Four years of specialized experience; an associate degree and two years of specialized experience; master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Diversity & Inclusion Specialist 3.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 25 or M-1 or higher eligible for transfer and determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Diversity & Inclusion Specialist 3 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Diversity & Inclusion Specialist 3 exam and be reachable for appointment from the newly established eligible list.

One year of permanent, contingent permanent, or 55 B/C service as a Diversity & Inclusion Specialist 2

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

One year of permanent, contingent permanent, or 55 B/C service as a Diversity & Inclusion Specialist 2

Duties Description The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEIA programming, leads DEIA strategic planning efforts, and coordinates recruitment and outreach efforts for the Department and in tandem with State agencies.
The Diversity & Inclusion Specialist 3 will perform the full range of activities described below in addition to assisting and developing, analyzing, and monitoring diversity and inclusion, and equal opportunity initiatives. Duties include but are not limited to:
• Administering the development and implementation of diversity and inclusion plans for assigned state agencies, including the evaluation of agency progress in meeting objectives, and recommending any corrective action.
• Oversight of the performance of periodic review of disability/reasonable accommodation plans to ensure agencies are adhering to their commitments; and reporting on agency disability/reasonable accommodation compliance in accordance with the Americans with Disabilities Act, as well as reviewing requests for reasonable accommodations and providing guidance to agency Designees for Reasonable Accommodations (DRA's).
• Reviewing proposed legislation or programs related to merit system activities to assess their impact on diversity, inclusion, and equal employment opportunities; and making appropriate recommendations.
• Attending Scope/Pre-scope conferences to ensure that affected state entities are incorporating best practices for recruitment/outreach activities for positions that are deemed to be underrepresented.
• Supervising and oversight of organizing outreach and recruitment activities and publicizing employment opportunities to increase diversity and inclusion; providing expert advice to internal and external customers on diversity, inclusion, and equal employment opportunity issues.
• Attending meetings with community groups, businesses, employee organizations, professional organizations, and others to explain and promote diversity and inclusion.
• Supervising and evaluating staff performance; determining training needs; and counseling individuals about performance standards and how to meet them, and working with Division management to implement actions based on the findings of these reviews.
