GENERAL DESCRIPTION: Performs highly complex (senior-level) consultative services and technical assistance work. Database Administrator for the Centralized Accounting and Payroll / Personnel System (CAPPS) Asset Management Module and member of the level 1 support team for CAPPS Financials. Review, oversee and reconcile property and equipment transactions in the Uniform Statewide Accounting System (USAS), the State Property Accounting System (SPA), CAPPS and Virtual Asset Tracker (VAT). May train, lead, and/or prioritize the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Review, analyze and reconcile Asset Management databases (VAT, CAPPS and SPA) to ensure records accurately reflect Uniform State Accounting System (USAS) balances.

2. Provide level one support for CAPPS users. Assist users with Asset Management issues they are experiencing in all modules. Add and update locations and ship to locations for the agency in CAPPS.

3. Compose and create a wide variety of correspondence and reports that are legislatively mandated or requested regarding missing assets and the value or quantity of inventory.

4. Oversee Asset Management database interfaces. Inform Asset Management staff of irregularities and report issues to Comptroller by entering ASP Service Requests.

5. Monitor Asset Purchase Orders to ensure correct account coding and assign Asset ID's and monitor Payment Vouchers to ensure correct financial information is recorded for assets.

6. Oversee Construction in Progress and Real Property additions and disposals.

7. Assist CAPPS requestors, Budget Analysts and finance employees with account coding and questions relating to the procurement of property.

8. Assist in developing and implementing new policies and procedures to account for assets being received, distributed or disposed of in an aggressive mission driven purchasing environment.

9. Analyze, evaluate, create and train on solutions to minimize errors and maintain accurate information in field locations.

10. Release receipts for assets in CAPPS. Ensure correct asset ID's were used by receiver and assets moved to Asset Management module.

11. Assist Finance with asset management information for the annual financial report.

12. Assist in conducting state or private audits within asset management office.

13. Manage the SharePoint site for Asset Management.

14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Associate's degree with Major or coursework emphasis in Computer Science, Management Information Systems, or related field.

Experience - Minimum of four (4) year's experience performing data analysis, or database development and maintenance work. Minimum of

five (5) year's experience in inventory management and property accounting.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year

basis.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations,

legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills - Knowledge of management and supervisory methods and principles, performance and productivity

standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide

clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive,

working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing

and/or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present

Analytical Reasoning/Attention to Detail - Knowledge of auditing practices and inventory control database management; warehouse methods and

procedures. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal

factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems

(USAS, SPA, FMX, VAT, CAPPS, etc.). Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate

levels of proficiency with utilized software and systems and be able to learn new software/systems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations,

and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with

safety standards and best practices.

Travel and/or Schedule - May be required to drive as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
