GENERAL DESCRIPTION: Performs highly complex (senior-level) technical support of Response Operations deployable communications equipment. Performs communications technician, fabrication, and mechanical work. Work involves responding to high-risk incidents involving the public or law enforcement safety. May serve as a lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Provides communications and mechanical repair and maintenance utilizing technical skills and equipment.

2. Transports and operates temporary communications command sites during man-made or natural disasters and special assignments.

3. Performs satellite communications, audiovisual components diagnostics, and repair along with installation.

4. Provides emergency assistance through coordination of a variety of vital communications technology providing critical link to responding personnel and command staff in incidents.

5. Performs intermediate level diagnostic functions using computer software, hardware, and databases to support the full operation of deployable communications assets.

6. Updates and maintains the Response Operations equipment operational guides and manuals.

7. Prepares, reviews, and updates reports, memoranda, logs, and correspondence that accurately document required maintenance and upgrades to equipment using appropriate agency policies and procedures.

8. Performs light and heavy-duty vehicle diagnostics and repair along with trailer and generator diagnostics and repair.

9. Maintain emergency power generator operations, test run logs, and/or conduct daily monitoring and visual inspections of them.

10. Performs basic level electrical theory and repair, A/C and D/C.

11. Performs hydraulic and pneumatic diagnostics and repair and general knowledge of plumbing.

12. Performs intermediate level carpentry and welding/fabrication.

13. Drive a vehicle while towing a trailer and operate a forklift and heavy equipment safely under supervision.

14. Evaluates and prioritizes all incoming assignments regarding risks to life safety, laws, departmental policies and procedures, weather, and road conditions. May analyze and shift or modify priorities as needed.

15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - High School Diploma/equivalent required.

Experience - Minimum of eight (8) years' experience in programming, maintaining, and repairing two-way radio communications and electronic equipment. AC/DC Electrical knowledge is preferred. Pneumatic and Hydraulic knowledge theory is preferred. Basic mechanical knowledge is preferred. Knowledge and use of power and hand tools is preferred.

Licensure and/or Certification - Must obtain a Class A non-CDL within one (1) year of employment. Must obtain an OSHA Forklift Operator certification within six (6) months of employment. Must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Ability to understand and follow governmental rules and regulations on tower installation and maintenance including lighting.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Maintains radio and RF theory knowledge along with repairs and basic IT component knowledge and basic computer skills.

Technical Skills/Knowledge - Knowledge of basic electricity, electronics, and automotive electrical systems. Demonstrable knowledge and experience in the correct and safe use of hand and power tools, soldering iron, and test equipment; ability to install and maintain radio equipment; and ability to learn the principles of antenna orientation and radiating patterns. Ability to perform installation, maintenance, and repair of base station antennas, microwave antennas, transmission lines, and associated equipment.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel - Availability for after-hours, weekends, holidays, overnight, and emergency work is required. Travel in-city and statewide as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
