GENERAL DESCRIPTION:

Contract Specialist II-

Perform complex (journey-level) contract management work for the agency. Work involves developing and evaluating a broad range of contracts from commodities to services. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

Contract Specialist III-

Perform highly complex (senior-level) contract management work. Work involves developing and evaluating a broad range of contracts. Work under limited supervision with considerable latitude for the use of initiative and independent judgment.

Contract Specialist IV-

Perform advanced (senior-level) contract management work. Work involves developing and evaluating contracts for products and services; review support documentation from end users to determine position on contract disputes and initiate or recommend corrective administrative actions; maintain and ensure administrative controls over contracts awarded to vendors and other state agencies. Work under minimal supervision with considerable latitude for the use of initiative and independent judgement.

Contract Specialist V-

Perform highly advanced (senior-level) contract management work for high dollar, high profile contracts. Work involves developing and evaluating contracts for products and services. Plan, assign, and oversee the work of others. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Contract Specialist II-

1. Develop solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specs.

2. Coordinate and facilitate procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.

3. Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.

4. Evaluate expenditure data and make projections to ensure appropriate use of funds.

5. Assist in developing bid evaluation scoring instruments.

6. Assist with negotiating contracts, contract renewals, and amendments.

7. Assist in conducting needs assessments to determine requirements for the purchase of goods or services.

8. May recommend the cancellation of contracts and assist in the dispute resolution process.

9. Serve as a liaison with contract providers to ensure participation is consistent with program, legal, and fiscal requirements.

10. May prepare specifications for requests for bids.

11. May train others.

Contract Specialist III-

12. Participate in contract pre-award and post-award activities; monitor contract performance and billings.

13. Confer with contract providers to ensure compliance with policy, procedure, legal and fiscal requirements.

14. Resolve contract issues and concerns; and assist in negotiation contract renewals, amendments, and plan changes.

15. Review specifications for bid request; plan develop and coordinate procurement documents and bid evaluation instruments; and maintain contracting records.

16. Interpret contract administration policies, procedures, rules and regulations; and provide technical assistance to agency staff, other agencies, organization and the community.

17. Oversee the coordination and facilitation of procurement related meeting such as kick-off and pre-proposal meeting, post-award conferences, team briefings, and evaluation scorings.

18. Assist in developing contract administration policies and procedures.

Contract Specialist IV-

19. Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract policies and recommend cancellation of contracts when deviations occur.

20. Plan, develop, coordinate, and maintain procurement documents, bid evaluations instruments, and records.

21. Analyze, interpret, and clarify legislation, statutes, federal regulations, and assist with the development of contract administrative policies, procedures, rules, and regulations to ensure compliance with agency and governmental regulations.

22. Provide technical assistance to a variety of internal and external customers regarding contract administration, policies, and procedures.

Contract Specialist V-

23. Oversee the development of service and commodity contracts by identifying provider resources, describing services to be rendered, and negotiating price and product contractual terms.

24. Oversee and participate in contract pre-award and post-award activities; monitor contract performance and billings.

25. Confer with contract providers to ensure compliance with policy, procedure, legal and fiscal requirements.

26. Oversee and assist in negotiating contract renewals, amendments, and plan changes.

27. Oversee and review specifications for requests; plan, develop and coordinate procurement documents and evaluation instruments; and maintain contracting records.

28. Provide technical assistance to agency staff, other agencies, organizations and the community regarding contract administration, policies and procedures.

29. Plan, assign, and oversee the work of others.

30. Oversee the monitoring of and/or monitor legal, rule and regulatory requirements pertaining to contracting; interpret and assist in developing contract administration policies and procedures.

31. May identify training needs and determine how training should be provided and conducted.

32. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

33. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education -

Contract Specialist II:

Graduation from an accredited four-year college or university with major coursework in business administration or related field is preferred.

Contract Specialist III-V:

Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, Finance, Accounting or a related field, preferred.

Experience -

Contract Specialist II:

Minimum of two (2) years' experience in contract development or evaluation work. State purchasing or contracting experience preferred.

Contract Specialist III:

Minimum of three (3) years' experience in purchasing, contracting or contract management. State purchasing or contracting experience preferred.

Contract Specialist IV:

Minimum of four (4) years' experience in purchasing, contracting, or contract management. State purchasing or contracting experience preferred.

Contract Specialist V:

Minimum of six (6) years full-time purchasing, contracting or contract management. Two (2) years of direct Texas State purchasing or contracting experience preferred. Experience administering high dollar and highly complex contracts and facilitating contract activities utilizing the Texas Request for Proposals (RFPs) and Request for Offers (RFOs) are preferred. Information technology contracting experience is preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification -

Contract Specialist II-III:

If driving is required, must possess a valid driver license from state of residence. Must possess or be able to attain certification as a Certified Texas Contract Developer (CTCD) within eleven (11) months from date of employment, and must maintain valid certification for continued employment in this position.

Contract Specialist IV-V:

Certification as a Certified Texas Contract Developer (CTCD) (Formerly Certified Texas Procurement Manager) and Certified Texas Contract Manager (CTCM) are required for this position or attainment of both within eleven (11) months of hire. Must maintain valid certifications for continued employment in position.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge of contracting and procurement regulations, negotiating contracts, business administration and accounting principles and practices, and policies and procedures of contract management.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Ability to write and edit contract requirements and specifications; to negotiate features of a contract and communicate effectively.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Ability to interpret policies, procedures, and regulation; evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule - Availability for after-hour and weekend work is required, as well as the availability to work overtime and/or be on call.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
