Job Summary:
The mission of the Hartford HealthCare (HHC) Office of Emergency Management (OEM) is to support HHC's clinical and operational objectives by assisting our patients, customers, staff and community partners to plan for, respond to, and recover from emergencies. The office seeks to set industry standards by building the most response ready and resilient healthcare system by way of innovation, education and practice. Simply put - to ensure our organization is safe and continues to provide healthcare services to our community no matter the circumstance.
The Hartford Region Manger of Emergency Management's will provide a leading role in supporting HH to be increasingly successfully in Emergency Management by leveraging HHC OEM's five core capabilities including: (1) program management, (2) emergency operation plans, (3) response structure, (4) emergency communication system and (5) training, drill and exercise. This role will report to the Senior Director of Clinical Operations and will partner with other entity and SSO leadership as assigned. This role may directly or indirectly support Hartford HealthCare organization(s) such as acute care hospitals, behavioral health network, physician organizations, rehabilitation, home services and/or senior services.
Job Responsibilities :
1. Provide project management and support for workgroups, committees and annual initiatives.
2. Coordinate, participate, mentor and lead HH to engage in annual goals, milestones and regulatory requirements as it relates to HHC's cyclical emergency management processes
3. Support all aspects of the local Emergency Management Program and ensures uniformity of practice.
4. Collaborate, develop, post and share plans, policies and procedures as it relates to program management or response.
5. Investigates, researches, makes recommendations and implements smart practices in Emergency Management and safety.
6. Provides operational support, a response structure and leadership to HH before, during and after emergencies.
7. Provides operational support and leadership with standard practices and tools such as decontamination, response to mass casualty incidents, emergency notification system, electronic emergency management resources, among others.
8. Assist and lead in the planning, coordination and delivery of emergency training, drill and exercise for all levels of the organization
9. Develops and sustains internal and external relationships to support the Emergency Management Program.
10. Requires response to emergencies outside of normal business hours or participates in an on-call system.
Qualifications:
Preferred
Licensure, Certification, Registration
• Previous or current service in first responder or clinical community including: firefighting, law enforcement, emergency medical services (EMT, Paramedic), registered nurse, among others.

• Experience or certification in Homeland Security Exercise and Evaluation Program (HSEEP)
• Master Exercise Practitioner (MEP)
• International Association of Emergency Managers Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM)
• Center for Domestic Preparedness (CDP) Healthcare Leadership for Mass Casualty Incidents (HCL)
• Center for Domestic Preparedness (CDP) Hospital Emergency Response Team Training and Train-the-Trainer (HERT T+T)

• Exceptional attention to detail and ability to handle tasks independently.
• Strong skills in Microsoft Office, general technology and electronic emergency management tools and resources.
• Knowledge of regulatory requirements such as CMS, Joint Commission, OSHA, NFPA, among others.
• Ability to work flexible hours including evenings and weekends during an emergency or disaster.
• Must be willing to travel to all Hartford HealthCare locations.

Qualifications:
- Bachelor's degree in public administration, healthcare administration, public health, business administration, program management, leadership, fire sciences, criminal justice, paramedicine, government, non-profit management or related fields.
- Master's Degree in related fields preferred.
- 2-5 years of general Emergency Management experience required.
- 2 years of experience with Hospital Preparedness Program (HPP), Public Health Emergency Preparedness (PHEP) or other similar grant programs preferred.
- Experience responding to emergencies preferred.
- Valid driver's license is required.
