*Substitutions: four years of specialized experience or Associate's degree and two years of specialized experience may substitute for Bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Employee Program Assistant will assist with the administration and implementation of the New York State/United University Professions Joint Labor-Management Committees (NYS/UUP JLMC) programs. The incumbent will act as a credible and neutral liaison with union and management representatives and will develop and deliver professional development programs for UUP-represented employees working in the State University of New York (SUNY) including, coordinating, and overseeing program activities and resources necessary to deliver programs.

Duties include but are not limited to:

• Establish and maintain a working relationship with labor-management committee representatives and consult with them in planning and achieving committee goals and objectives.

• Identify and assess current and emerging issues affecting UUP-represented employees and SUNY campuses pertaining to professional development and employment. Recommend appropriate professional development opportunities that will enhance employee skills and prepare them for advancement.

• Work with the Executive Labor-Management Committee to establish operational, financial, and programmatic goals, and policies. Prepare proposals and make recommendations for consideration by the Executive Labor-Management Committee and the statewide labor-management committees.

• Oversee the development and delivery of programs and workshops, including developing curriculum, preparing proposals for procuring vendors, working with subject matter experts, presenting training programs and workshops, coordinating training and workshop schedules, and preparing and reviewing required materials.

• May facilitate meetings and make presentations to various stakeholders on labor-management committee programs.

• Monitor and evaluate program delivery and presenters. Propose recommendations to the Executive Labor-Management Committee and statewide labor-management committees as appropriate.

• Assist with reviewing and processing applications for labor-management funds and communicate with applicants, labor-management committees, and campus staff as needed.

• Design customized materials to promote professional development programs and facilitate distribution to UUP-represented employees and SUNY campuses.

• Review and update information for NYS/UUP JLMC programs on the Office of Employee Relations website.

• Prepare materials for labor-management committee meetings, attend meetings, participate as appropriate, and follow-up as required.

• Assist with budget preparation, tracking and monitoring expenditures of the NYS/UUP JLMC funds, and preparing financial reports.

• Design and implement needs assessment surveys, compile, and analyze data, and propose recommendations based on findings.

• Prepare the annual summary report and other reports on program usage and expenditures as needed.

• May supervise staff.

• Some travel may be necessary.

• Assist with special assignments/projects as appropriate and necessary.
