*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Employee Program Associate for Online Learning (OL) is key in ensuring the Partnership's sustainability and success as a critical work force development resource for State agencies. The Employee Program Associate for OL provides job and career enhancement services in a flexible format for CSEA-represented NYS employees. This position manages the Partnership's online learning function, including the development of online learning certificate programs, coordination of webinar delivery, and development of blended learning approaches.

Duties include but are not limited to:

Program Management
• Manage the approval and renewal of online learning licenses in the Statewide Learning Management System (SLMS).

• Assist online learning program participants with the use of SLMS and help resolve technical issues.

• Develop and administer online learning certificate programs in SLMS using Skillsoft or other self-paced eLearning course library.

• Manage internal planning associated with the delivery of webinar courses, including identifying courses to offer, training and assigning hosts for webinar delivery, reviewing evaluations to address issues as needed, and troubleshooting Webex Events issues.

• Collaborate with staff on the development of blended learning approaches.

• Adhere to timelines for Partnership program development, implementation, and evaluation.

• Test, evaluate, and assess the effectiveness of online content and learning management software, communicate areas for improvement, and monitor progress.

• Stay current on the trends in distance learning and adult learning theory.

Program Development and Needs Assessment
• Deliver consultation services to assist with the design of distance-education programs and services.

• Conduct workforce development needs assessments through outreach, presentation, and consultation sessions.

• Design successful programs to address stakeholder needs, using available data and resources.

Curriculum Development, Review, and Evaluation
• Facilitate the development and update of custom-designed eLearning content that addresses the needs of the agencies and employees, based on current technology and trends in the field of distance learning.

• Act as project manager to coordinate the efforts of subject matter experts, instructional and graphic designers, and programming consultants for the development of accessible online content, learning delivery, and tracking.

• Monitor and review the quality of webinar curriculum through class audits, evaluation of participant evaluations, and agency stakeholder feedback.
