The City of Hillsboro is seeking a forward-thinking Environmental Services Coordinator to join our Public Works team, where you will play a pivotal role in protecting the cities stormwater quality and environmental health in compliance with all regulatory requirements. In this role, you'll be at the forefront of performing inspections focused on erosion prevention and sediment control, stormwater management, green infrastructure, planting plan, and vegetative corridor restoration inspections associated with construction projects. What You Will Be Doing
As the Environmental Services Coordinator, you will work with the inspection team to ensure all inspection assignments are covered and correctly performed. You will inspect projects from the initial mass grading phase until the last remaining structure is completed. The coordinator will perform inspections on capital and county projects and other more complex and challenging projects of scope and size. The coordinator will be responsible to intervene at times and help resolve technically challenging problems. As needed, the coordinator will step in to assist with enforcement related matters on project sites that do not comply with the required environmental regulations. Work will be predominately conducted in the field with limited office work although you will attend meetings in-person or virtually on occasion.
The use of technology in the field is critical to the success of the person in this role. You will be assigned a vehicle, tablet, phone, laptop, portable sampling equipment, and camera to utilize in your field work and for documentation.

Communication is a critical component of this role, both in written and verbal form, as you will be documenting, uploading, and communicating environmental requirements and standards with construction contractors, equipment operators, engineers, business owners, residents, state, county, and City employees. Since this position has a heavy field work component, you should be able to manage your time efficiently and effectively. If you can read and interpret engineering and erosion control site plans, this may be the right role for you.

The person selected for this position will perform a pivotal role protecting the City's public stormwater system and the health of our urban watershed within Hillsboro.

Primary Duties & Responsibilities:

  • Coordinate Inspection coverage and reporting requirements
  • Perform Erosion Prevention and Sediment Control (EPSC) Inspections
  • Inspect the construction of new Stormwater Management Facilities & Vegetative Corridors
  • Investigate construction related illicit discharge detection and elimination (IDDE) investigations
  • Communicate and coordinate with other City, County, and state inspectors on projects
  • Provide effective verbal and written communication as necessary
  • Manage time effectively to perform inspections and review other team members project sites

Current/Upcoming Projects

DEQ 1200C/CN Local Agent
The City of Hillsboro is set to become the first new Oregon DEQ 1200C/CN Local Agent for erosion control since 2009. The Environmental Coordinator will play a key role to help the City meet the local agent requirements.

Accela Permitting Software Upgrade Project
Implement and tailor the new system to meet the Environmental Services business needs for the City's Grading and Erosion Control Permit and Inspections and other development permits.

Environmental Policy
Intergovernmental Agreement negotiations with Clean Water Services resulting in new City of Hillsboro environmental program changes and responsibilities

Downspout Disconnect Agreement Collaborate with the Tualatin Soil Water Conservation District to implement a new rainwater harvesting and downspout disconnect program.

Acceptable Experience and Training
Associate degree with coursework in one or more of the following fields of study: Engineering, Science, Geography, GIS, Natural Resources, OR 4 years of field experience performing environmental related inspections to include interpretation of plans or maps, monitoring, documentation of observations, using GPS devices, using field collection devices and sampling equipment or meters, and performing electronic data entry and records management (This experience requirement can be met with the completion of school projects, field work, or volunteer work); OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications

  • Valid Oregon Class C Driver's License and safe driving record at the time of hire.
  • CESCL certification or ability to obtain certification within 3 months of hire

Preferred Skills

  • Certified Professional in Erosion and Sediment Control (CPESC)
  • ODOT - Certified Environmental Construction Inspector
  • Qualified Environmental Inspection Certifications: MS4, Erosion Control, Green Infrastructure,
  • LID, Stormwater, inspection certifications highly desired
