Job Summary/Basic Functions

Responsible for the development, implementation, and day-to-day administration of the university's operating and capital budgets. The incumbent provides ongoing monitoring and analysis, periodic budget performance report for the university's management team and the Board of Visitors, and conducts special studies and analyses related to management of the budget and long-range financial planning. Provides analytical assistance and problem-solving support to the university community through participation and leadership on continuing and ad hoc committees. This position provides leadership for various state budget requirements, including development of state funding requests, preparation of legislative amendments, the university's six-year plan, and state reporting on tuition and fees, revenues, and other analyses and reports as required by various state entities. This position provides assistance to the university's capital outlay office in financial planning, monitoring of capital project expenditures, bond reimbursements, and submission of applications for state bond financing and public disclosures and related reporting.

Required Experience:

Five-years of progressive experience in financial analysis, and budget development, execution, and administration at a higher education institution or equivalent.

Additional Considerations:

Excellent interpersonal and leadership skills with the ability to manage and oversee the work of others.
Ability to develop and effectively communicate financial policies and information in an understandable fashion to those who may have limited experience or expertise.
Strong written, oral, and presentation skills.
Deep understanding of enterprise systems to include functional participation on a major ERP or system implementation.
Direct experience working with Ellucian Banner.

Master's degree in Business, Finance, Management, Accounting, Economics or in a related field

Ten-years of progressive experience in financial analysis, and budget development, execution, and administration at a higher education institution or equivalent.
Relevant experience in a budget, planning or institutional research office at a Virginia public higher education institution.
