This is an opportunity to apply your knowledge in the design and development of business requirements for the new statewide child welfare information system! The Child Welfare System Branch (CWSB) is looking for the ideal candidate to ensure we meet the needs of our system users (county, state, and Title IV-E tribes) while meeting both federal and state requirements for user adoption of the new system, decommissioning ageements for external systems and bi-directional data exchanges with Child Welfare Contributing Agencies. This is a unique opportunity to work on one of the largest automation projects in California and be part of the team that will deliver a system to child welfare workers who serve the most vulnerable children and youth in California.

CWSB is looking for a dedicated and talented individual who is customer-focused, collaborative, a team player, and strong leader to work in a fast-paced, continuous learning project environment. We are an engaged and proactive business user requirement program team assigned to work as part of a statewide information technology (IT) project to replace an existing legacy system. We represent the program sponsor to ensure that the business, practice and policy of child welfare services is part of the design and implementation of a new system expected to serve more than 24,000 child welfare workers who serve our most vulnerable children and youth in California. This position will report to the CWSB Branch Chief.

Working Conditions

Telework opportunities are available for this position. The SSM II (Specialist) would report to the project office, 2870 Gateway Oaks Drive, in Sacramento if/when required to attend mandated in person meetings, trainings, etc. Expenses related to travel to the office for required events are the responsibility of the SSM II (Specialist). If telework ends, the SSM II (Specialist) will have to report to the project office in Sacramento.

CWSB is responsible for providing support and oversight for the maintenance and operation of the Child Welfare Services/Case Management System (CWS/CMS) and the development and implementation of the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) statewide information technology projects. The CWSB works in direct partnership with the Office of Technology and Solutions Integration (OTSI), the CWS/CMS project vendor, state oversight entities, and the Administration for Children and Families (ACF). The CWSB is an integral part of the Child Welfare Digital Services (CWDS) organization. The CWDS is a collaboration of state and local government agencies that support our shared stakeholders through technology to assure the safety, permanency, and well-being of children and youth at risk of abuse, neglect, or exploitation. The CWDS is dedicated to building an innovative statewide 21st century information technology application that responds to users' needs while maintaining the best standards for security and data integrity to aid child welfare professionals.

SOQ Questions:

1) Please describe your project management skills and the strategies you utilize to stay on track particularly when you do not control the overall timeline. Please include a specific example of when you have done this.
2) Building a statewide information system to meet the needs of multiple stakeholders requires strong negotiation skills. Please share the most difficult problem that you have negotiated a solution for and what you learned from the experience.
3) Describe a time when you developed a new program, what was the program? How many people did the program impact? What was your role? And what was the biggest challenge you dealt with?

This position is subject to fingerprinting clearance by the Department of Justice.
