Under the general direction of the Information Technology Manager I, the incumbent will lead and manage a team of professional and technical Programmers and/or Information Systems Analysts. The team is responsible for the planning, analysis, design, development, testing and implementation of enterprise-wide, highly complex electronic information processing applications. The projects assigned to the team have enterprise-wide and statewide impact to support the business functions of the State Controller's Office (SCO) fiscal responsibilities. The team maintains the existing legacy financial systems, as well as provides technical support for the implementation of the Financial Information System for California (FI$Cal) Commerical Off-the-Shelf (COTS) application in the areas of analysis, design, conversion, interfaces and testing. Duties include but are limited to the following:
Duties and Responsibilities:

Supervision and Human Resource activities:
Provide leadership and guidance to direct reports in the management and coordination of application development activities in support of the Systems Development Life Cycle (SDLC). Develop staffing plans to accomplish Unit goals and objectives in accordance with organizational mission and strategic goals. Maintain high performance teams through proactive coaching and mentoring of direct reports. Promote a learning culture by developing individual training plans and facilitating cross training within the unit and/or section. Establish performance expectations; provide continuous feedback; complete appraisals and individual development plans annually; complete probation reports on a timely basis; and conduct other performance management activities, including adherence to the State's progressive discipline policy which may include corrective or disciplinary action. Develop and execute succession plans to ensure adequate levels of application development expertise are maintained to support current and future needs within the unit.
Application Development Workload Management activities:
Identify and obtain management approval of project scope, budget, staffing and schedule using project management methodology and practices. Provide direction to staff concerning changes in priorities, project scope and schedule. Use project portfolio management software to manage and implement all project management activities and resource assignments. Prepare and monitor project schedules and resource management work plans in accordance with state and departmental guidelines. Establish and track priorities, assignments, dependencies, deliverables, completion dates and resources. Oversee the review of SDLC outputs for content, quality and accuracy. Implement risk, change control and issue management processes for each project. Communicate effectively. Develop productive relationships with internal and external business partners. Monitor, manage, and report project progress and related activities in status meetings and reports for management and stakeholders. Prepare and direct the development of standards, policies, procedures and reporting criteria for each project.
Contract Management functions:
Prepare, participate in and/or direct personal service contracts for consultants or contractors. Track time, deliverables and expenditures for these services. Implement and facilitate a quality control process to be used and applied to consultants or contract staff deliverables. Coordinate the activities and assignments of the project team with those of vendors, consultants, contractors and functional managers of support, operational, and customer staff.
Strategic Planning and Support of Government functions:
Prepare budget estimates, concept papers, Project Approval Lifecycle (PAL) deliverables and other documents for application development activities resulting from legislation, or business program needs. Present information to management and stakeholders. Provide feedback and support implementation of the SCO Information Technology Strategic Plan. Maintain knowledge on emerging trends in information technologies and practices. Participate in the development of SCO Information Technology policies and strategies. Support SCO enterprise architecture, project management, business analysis and information security practices.
