Responsibilities
GENERAL PURPOSE:
Under the direction of the Assistant Director of the Health Equity Program Support Office (HEPS) , with minimal direction and latitude for independent judgment, HEPSO Financial Analyst II is responsible for financial operations related to the initiatives and programs housed within the department by providing HEPSO leaders and stakeholders with accurate, detailed, and timely financial information. This is accomplished by researching and conducting specialized and highly complex analysis of financial data, preparing financial statements, performing monthly reconciliations and maintaining related reports. Additional reports for regular distribution to stakeholders include clinical, operational, and utilization reporting, and analysis to support leadership/stakeholder decision-making. T he Financial Analyst II reviews and evaluates accounting policies and procedures for efficiency, accuracy, and compliance with generally accepted accounting principles (GAAP).
As HEPSO supports programs and projects across UR Medicine, this role will be responsible for independently evaluating the evolving flow of information and, as needed, the HEPSO Financial Analyst II will design smart, efficient systems for capturing new information and delivering it to stakeholders in a manner that is actionable.

Pay Range
Pay Range: $60,431 - $84,603 Annually
The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

SPECIFIC RESPONSIBILITIES:
Manage Day to day-to-day financial Operations of the Health Equity Program Support Department
- Independently make and direct day-to-day interpretations and decisions on financial transactions ensuring complete and accurate documentation; uses independent judgment regarding the allowable expenditures to ensure adherence to university and/or funding agency requirements.
- Provide training and consulting to faculty and staff in financial and purchasing matters, advise and interpret regulations and policies to ensure awareness relating to sponsored program compliance for multiple agencies and UR policy.
- Monitor and work with stakeholders to ensure that proper documentation is obtained for purchases and that all transactions are filed.
- Performs as liaison with university central departments maintaining relationships and staying abreast of changing policies and procedures. Maintains relationships with colleagues in the various accounting disciplines to be able to execute the department's needs.
- Able to negotiate competing demands of multiple parties under strict timelines.
- Performs monthly reconciles of ledger accounts across all FAOs to ascertain the integrity of data, ensuring adherence to policies and procedures for accounting systems.
- Managing multiple revenue streams (fee for service), and accounts receivables across three modalities to ensure accurate reconciliation and receipt of funds.
- Analyzes and interprets data, such as supporting documents, to monitor that transactions are properly supported following University policy and procedures.
- Identifies accounting and reporting discrepancies and initiates corrective action or recommends solutions as appropriate and ensures follow through.
- Work with departmental personnel engaged in a variety of purchasing and receivable procedures. Prepare and process payment¿related forms. Research pricing options, when necessary, to meet requester's needs while being fiscally responsible. Secure approvals and copies; route to appropriate destinations for processing.
- Review for allowability, allocability, and reasonableness of expenditures on institutional accounts prior to purchase approval, ensuring they are in accordance with sponsor and institutional policies. Responsible for the oversight and enforcement of purchasing policies and procedures.
- Maintains relationships with internal and external offices in order to be able to execute the department's needs.
- Implement process and protocol for managing reoccurring charges and invoicing from our 3 rd party stakeholders.
- Approve the procurement of items within the office.
- Manage the Department Credit Card (P-Card), Supplier online ordering, Request for Payments (RFPs), and others as needed.
- Tracks equipment for the department and funded programs
- Works effectively as part of a team to meet the goals and objectives of the URMC Health Equity and Program Support Office. Works collaboratively with other members of the team to develop new skills and enhance individual and group performance.
- Develops detailed work plans for assigned projects and assess progress.
REQUIREMENTS:
- Bachelor's degree in finance functional area or equivalent combination of education and experience required.
- 2 years of relevant experience in a health care and/or University setting; or equivalent combination of education and experience required.
- Strong planning, problem-solving, and decision-making skills required.
- A demonstrated ability to work independently including committing to and meeting deadlines, taking initiative, and exhibiting excellent follow-through on tasks required.
- Strong communication, including the ability to express complex technical concepts effectively, both verbally and in writing required.
- CLASP Certification preferred.
