Job Summary:

The Financial and Budget Analyst performs moderately complex job duties to maintain the integrity of the asset management processes and records, supports preparation and maintenance of the institutional operating and capital budgets, legislative appropriations requests, and financial information systems. Implements enhancements to asset and budgeting systems and processes, under the direction of the Controller. Serves as a liaison to department and service line leaders in the financial management of their areas and associated financial report maintenance and delivery. Analyzes and prepares timely and accurate budgetary, financial, cost, productivity, statistical, and legislative data and reports for UT Tyler, UT Health Science Center, UT Health Northeast and UT System administration, department and service line leaders, and other government agencies. Work is performed under general supervision, with limited latitude for the use of initiative and independent judgment.

Major Responsibilities / Duties / Critical Tasks:
• Co-lead the institution's asset management committee, including governance over medical device inventory, in collaboration with Information Technology and Security, biomedical services, and physical plant and construction management functions
• Maintain, monitor, and update Capital Equipment Request (CER), asset disposals, and asset transfer processes and forms
• Monitor property, plant, and equipment on site at the University main campus and HSC campuses
• Establish and assign property tag numbers for all capital and controlled assets according to state property guidelines
• Collaborate with the institution's department leaders to develop and implement processes for spot checking maintenance of asset tags, transfer of asset locations, and consistent and accurate reporting of asset locations
• Manage and lead annual equipment and supply inventory count forms, processes, and counts along all campuses, including training leaders and preparing and posting equipment inventory related records
• Supports preparation and maintenance of the University's annual operating and capital budgets and legislative appropriations requests.
• Implements enhancements to budget and asset maintenance processes and procedures, requiring a combination of existing and acquired proficiency in Oracle Hyperion Planning and Budgeting, PeopleSoft Financials, PeopleSoft Human Capital and Management System, Kronos Analytics, Microsoft Excel, Epic and similar systems.
• Serves as a liaison to department and service line leaders in the financial management of their areas, associated financial report maintenance and delivery.
• Administers PeopleSoft Financials Chart-Field tables and updates and maintains PeopleSoft queries and nVision reports.
• Supports financial systems implementations, upgrades, data ownership standards, and systems maintenance, in collaboration with IT Specialists.
• Ensures compliance with the applicable UT Tyler, UT Health Science Center, UT Health Northeast and UT System policies and prepares timely and accurate financial and statistical data for administration and departments.
• Assists clinical, research, administrative, and academic departments with tracking and maintaining their asset inventory and budgets.
• Prepares and analyzes financial data and reports in a timely and accurate manner for various government agencies, UT Tyler, UT Health Science Center, UT Health Northeast and UT System administration, and department and service line leaders.
• Executes the University's departmental account reconciliation and segregation of duties monitoring plan in compliance with UT System Policy 142.1.
• Provides excellent customer service to both internal and external customers.
• Completes other duties as assigned.

• Ability to understand the principles behind and apply monitoring techniques associated with the University's departmental account reconciliation and segregation of duties standards and principles.

Qualifications

Required Education / Experience:

  • Bachelor's Degree in accounting, finance, or related field, or the equivalent combination of education, training and experience in the relevant field.
  • Five (5) years' experience in a combination of accounting, budgeting, financial analysis, statistical analysis, auditing, or legislative appropriations requests. Master of Accountancy degree may be substituted for up to two (2) years of this experience.
  • Knowledge of Governmental Accounting Standards Board (GASB) principles and practices in fund accounting and budgeting in the healthcare, sponsored program, and academic arenas.
  • Intermediate or above proficiency in using Microsoft Excel.
  • Proficiency in using other Microsoft Office products (Word, Access, Outlook, PowerPoint, etc.) and a solid working knowledge of various accounting software systems.
  • Intermediate or above proficiency in analytical skills and corresponding ability to summarize results in charts, graphs, and reports.
