BRIEF POSITION SUMMARY

Performs highly complex (senior-level) budget preparation and analysis work for the Texas Military Department. Work involves planning, organizing, coordinating and evaluating budgetary activities and performance measures. Work involves more than one fund source. Work involves preparing and analyzing operating budgets, appropriation requests, and performance measures; compiling statistics; and providing forecasting and assistance on budgetary matters. May assist in overseeing and monitoring budget and program performance. Reports to the Budget Manager. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

WORK HOURS: Monday-Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Prepares and enters budget revision documents in the Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Completes daily reconciliation of assigned programs and appropriations.
  • Assists with gathering data and entering data in reporting systems.
  • Analyzes expenditure patterns and provides management with recommendations.
  • Performs monitoring, tracking and reporting of budgetary expenditures.
  • Updates the standard operating procedures.
  • Prepares and may conduct budget briefs to provide management with expenditure data.
  • May prepare request for state and federal funds.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs other duties as assigned.




Qualifications:

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution allowed)


PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field is preferred.


SUBSTITUTION:

  • Additional years of full-time work experience in accounting budget preparation and analysis and/or performance measurement report work may substitute for required education on a year-per-year basis.


EXPERIENCE:

  • Four years of experience in accounting, auditing, finance, budget preparation and analysis, or a related financial discipline is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.


PREFERRED EXPERIENCE:

  • Experience preparing performance measurement reports and base reconciliations is preferred.
  • Experience using the Automated Budget Evaluation System of Texas (ABEST) is preferred.
  • Experience using USAS is preferred.
  • Experience with FM Query is preferred.
  • Experience using CAPPS is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required within the first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.


OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

Knowledge of:

  • State and federal laws and regulations relevant to governmental budgeting and accounting;
  • accounting and management principles and practices;
  • USAS and ABEST;
  • forecasting methodologies;
  • automated accounting, budgeting and forecasting programs; and
  • performance measurement and reporting.


Skill in:

  • communicating effectively both orally and in writing;
  • preparing legislative appropriation requests and operating budgets;
  • preparing and analyzing performance measure data;
  • analyzing financial data; and
  • operating other applicable database software products.


Ability to:

  • monitor and report on performance measurement;
  • coordinate the gathering and analysis of data;
  • determine appropriate use of funds;
  • analyze financial records and reports;
  • develop budgetary reports;
  • analyze potential budget problems and to develop and present solutions to problems;

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
