Job Description
The Financial Compliance Manager serves as a key member of the Advancement division's business operations team and reports to the Director of Finance and Analysis. Advancement is responsible for communications and marketing, engagement, and fundraising initiatives.
This position will coordinate the division's contracts and procurement processes as well as monitor and evaluate business and cross functional activities across the Advancement Division, Virginia Tech Foundation, and Virginia Tech to support the organization and adhere to policies and procedures. This position requires the ability to interact with Advancement, Virginia Tech, and Virginia Tech Foundation employees at all levels with an understanding of protocol and confidentiality.
The ideal candidate would possess strong interpersonal and communication skills with the ability to effectively communicate complex compliance and financial information to a variety of audiences with a demonstrated understanding of contracting procedures, procurement methodologies, and financial regulatory requirements.
Key duties will include but are not limited to:
• Oversee and coordinate the entire contracts process for the division, ensuring compliance with state and Virginia Tech Foundation guidelines.
• Maintains archives of all Advancement Division contracts, serves as the division liaison, and manages relationships with university and Virginia Tech Foundation legal departments and with the university's Procurement, Information Technology Procurement and Licensing and Information Technology Security departments.
• Maintain a comprehensive database, coordinate, and track audit follow-up for the division's departments, ensuring adherence to institutional policies, financial standards, and regulatory requirements
• Oversee PCI-DSS compliance efforts, ensuring all payment card processing activities meet the Payment Card Industry Data Security Standard (PCI DSS) requirements and safeguarding sensitive financial information.
Required Qualifications
• Bachelor's degree in Finance, Accounting, Business Administration, or a related field OR equivalent experience.
• Demonstrated experience in financial management, compliance, audit, or a related field within a higher education institution or similar complex organization.
• Demonstrated experience reviewing processes and making recommendations for improvement, including planning, execution, and reporting.
• Experience with Microsoft Office suite, especially Excel, Word, and SharePoint
• Excellent analytical, organizational, and problem-solving skills, with a keen attention to detail.
• Demonstrated experience collaborating across cross-functional teams and projects.
Preferred Qualifications
• A Master's degree or professional certification (e.g. - CPA, CMA)
• Knowledge of higher education and/or government budgeting and procurement processes, including contracting for goods and services
• Significant experience evaluating internal control risk and making recommendations for mitigation.
• Knowledge of PCI compliance and an understanding of the Payment Card Industry Data Security Standard (PCI DSS).
• Experience following detailed processes for compliance with standards and adherence to established procedures.
• Experience drafting, reviewing, and recommending policies and procedures, particularly as they pertain to contract management.
• Demonstrated experience with preparing user documentation and conducting training.
