Position Overview
The Training and Compliance Manager, Minors on Campus reports to the Associate Vice President of Equity and Access Services, and is responsible for coordinating compliance of the University's policy impacting youth protection. The compliance manager will adhere to and exceed regulatory requirements, including Mandatory Reporting of Injuries to Children, Code of Virginia §63.2-1509, and will be trained to lead, oversee and coordinate VCU's Protection of Minors Policy. This includes monitoring registration and compliance of programs/activities involving minors both on and off campus, per policy, conducting program reviews to promote compliance, and providing training and technical assistance.

The Training and Compliance Manager, Minors on Campus will work internally and externally to promote and encourage safe programming for minors. The position holder will be a subject matter expert to evaluate and resolve questions relating to youth protection with University staff, faculty, students, third parties or visitors, including participation in panels related to minors, as designated by the Associate Vice President.

The position will be knowledgeable of changes in best practices and may serve on institutional, regional, federal or other committees and boards related to the protection of minors, as designated by the Associate Vice President.

Typical Duties

Compliance Monitoring
  • Maintain accurate and complete inventory of all VCU sponsored and hosted youth programs occurring on and off campus, per policy, including identification of unregistered youth-serving programs and those outside of compliance. This will involve use of a database (Ideal-Logic) which will be the primary hub for tracking program compliance.
  • Oversee monitoring system and track compliance, including promotion of and education about online compliance system, and develop effective forms, reports and communication SOPs and requirements for sponsored and hosted program staff.
  • Conduct program reviews to support compliance of registered programs and provide ongoing support to youth program leadership to promote best practices that are implemented within youth programs.
  • Prepare, compile and analyze youth program data, trends and report findings and recommendations to the Associate Vice President as needed.
  • Maintain up-to-date knowledge of federal and state laws regarding child protection and ensure policy is updated and in compliance with the law.
  • Under the guidance of the Associate Vice President, collaborate with appropriate university departments to make changes to the Policy. This should include a review of the seven elements of an effective compliance program used within Equity and Access Services.
  • Research, consult, develop, implement, and document training, outreach and support with programs related to the protection of minors policy and diversity, equity and inclusion.
  • Apply knowledge of best practices in diversity issues to improve policies, processes and practices at the University.
  • Undertake other duties as assigned.
Consultation/Training & Development
  • Deliver in person and online training and outreach support to VCU community and those offering programs and activities for minors on campus.
  • Build strong networks and relationships with VCU units in support of building programs/activities involving minors and completing policy requirements.
  • Provide technical assistance on youth program development and program management using VCU designated databases.
  • Act as an internal consultant to program directors with regard to review of program policies and procedures.
  • Assist in development of SOPs and programmatic workshops in positive youth development and deliver to VCU units working with minors.
  • Develop and provide template forms and instructional materials for use in a variety of programs.
  • Consult and provide guidance to workgroups, committees, panels and other VCU bodies in order to and consolidate best practices and compliance related to minors on campus.
  • Participate in work groups, workshops or committees, as assigned.
Quality Youth Programing Engagement
  • Serve on institutional, regional, federal or other committees and boards related to the safety and protection of minors.
  • Represent the university at safety and protection of minors related conferences and serve as a university Campus Security Authority and report accordingly.
  • Promote youth development programs on campus through building awareness of opportunities for youth at VCU.
  • Communicate with community members about ongoing youth development programs and activities being offered by and/or taking place on VCU's campus.
