Fiscal Grants Management Bureau: Fiscal grants management bureau processes payments and distributions to school districts and charter schools throughout the State of New Mexico. The Bureau offers support to ensure schools are afforded reimbursement for expenditures that are in compliance with federal and state regulatory requirements.

Why does the job exist?

This position for the Public Education Department (PED) is responsible for reviewing and approving budget adjustment requests and reimbursement requests through the PED Operating Budget Management System (OBMS) from school districts, charter schools, Bureau of Indian Education entities, and postsecondary institutions. Position must be able to decipher various financial reports and documents and exercise independent decision-making.

How does it get done?

Research and review of supporting documentation for requests for reimbursement to determine appropriate reporting timelines, expenditure eligibility, accuracy and compliance with federal and state regulations. Review and determination for approval of Budget Adjustment Requests (BARs) for federal and state funds. Entry of purchase orders and accounts payable vouchers in SHARE. Entry of daily payment activity within OBMS from the warrant register generated by SHARE. Provide accounting support for external ancillary financial system (OBMS), reconciliation of allocations to encumbrances in SHARE, prepare a variety of financial reports, implement accounting policies and procedures. Advises management on financial problems and recommended solutions. Provide timely and competent customer service to internal and external PED customers.

Public school districts and charter schools, postsecondary institutions, Bureau of Indian education institutions, and regional education cooperatives.

Ideal Candidate

The ideal candidate will have knowledge and experience of generally accepted accounting principles, New Mexico Procurement Code, New Mexico Administrative Code and New Mexico Travel and Per Diem Act.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and two (2) years of directly related experience in budgeting, accounting and/or auditing. For use at the State Investment Council Only: any budgeting, accounting and/or auditing experience is acceptable. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
