Description of Organization:IPI provides thought leadership and technical assistance that catalyzes inclusive growth, expands partnerships, and generates innovative solutions to complex development challenges. IPI leads in carrying out key Agency priorities, including pursuing gender equality and inclusive development, mainstreaming our work with local partners across the Agency, and expanding private sector partnerships. We also lead the Agency in advancing education, cyber security and digital access, and economic growth.
PO leads, coordinates, and provides guidance for IPI for the following: planning, budgeting, spending, and reporting; the management and implementation of programs; information and communication; the delivery of client services; and compliance. PO provides cohesion for IPI by establishing Bureau-wide processes and systems, setting standards, and providing templates and is responsible for monitoring Bureau-wide technical and operational performance and leading the implementation of performance-improvement initiatives. PO manages IPI's overall plan for programmatic and operational monitoring, evaluation, and learning (MEL).
Description of Position:As a MEL Advisor, the position coordinates efforts of IPI teams to collect, analyze, and report high-quality program data to feed into priority interagency and intra-agency performance reporting initiatives, generate actionable insights for management, justify the IPI's budget requests, and improve IPI's performance story. The incumbent will ensure performance data informs IPI and Agency strategy and budget formulation and justification processes (including Bureau Resource Requests, Congressional Budget Justifications, Office of Management and Budget hearings, Operational Plans, the IPI annual report, and congressional communications); build capacity for high-quality, strategic MEL within IPI, including updating the IPI Performance Management Plan and related resources as needed, ensuring they are accessible and tracking IPI compliance; and provide training and hands on technical assistance to IPI teams as needed. This position may serve as the Contracting Officer's Representative (COR) or Alternate COR for MEL contracts.

Qualifications:
- Must be a U.S. citizen;
- Must be eligible to obtain and maintain a Secret-level security clearance;
- Expert oral and written communication skills, including the ability to translate and articulate Agency priorities and policy as they relate to the monitoring and evaluating of United States Government activities; and
- Ability to deftly manage multiple long-term deadlines with urgent taskers and priorities.
- Experience developing or reviewing MEL plans;
- Experience providing technical advice on evaluation design, data collection, and management plansand leading the development of tools and other materials on evaluation and performance monitoring topics; and
- Experience managing multi-year, multi-sector awards.
Preferred Qualifications:
- Experience working in the United StatesGovernment or other large organizations with multiple stakeholder needs;
- Ability and interest in working as a team player;
- Strong writing and oral communication skills;
