Job Description

Under supervision, the Human Resources I-9 Background Specialist will be responsible for monitoring compliance with the System's Form I-9 process. Responsibilities include assisting with development, delivery and tracking of Form I-9/E-Verify training for all staff in Human Resources, monitoring Form I-9 and E-Verify requirements on USCIS sites and drafting updates to the applicable background/Form I-9 training, audit guides, and Operating Procedure, as appropriate. They will also be responsible for conducting document reviews and responding to questions from Human Resources Background Staff regarding Form I-9 and E-Verify cases for specific candidates. In addition, they will be responsible for assisting with and tracking Form I-9 and E-Verify audits at all facilities, drafting audit reports and Plans of Correction and conducting follow up audits to ensure all identified issues were addressed.

Typical Tasks and Responsibilities Will Include:

Form I-9/E-Verify
  • Assists with the review and revision of Form I-9/E-Verify training curriculum and the development of assessment questions.
  • Monitors USCIS/DHS websites and related sources for updates regarding all aspects of the Form I-9 and E-Verify process.
  • Assists with the development and revision of Operating Procedures, Background Guidelines and Audit Guides related to Form I-9 and E-Verify.
  • Delivers Form I-9/E-Verify training to Human Resources Background Staff.
  • Enrolls staff in trainings and tracks completion through PeopleSoft.
  • Tracks and compiles the DOJ Employee & Immigrant Rights training attestations for quarterly reporting to DOJ.
  • Provides guidance to local Human Resources staff regarding E-Verify case submissions and completion of Form I-9, including the review of supporting Form I-9 documents.
  • Monitor's facility E-Verify accounts to ensure all cases with Tentative Non-Confirmations are addressed following established processes and within the required timelines.
  • Runs reports to monitor local Human Resources facility compliance with data reporting.
  • Assists with internal audits of Form I-9 and E-Verify records for completeness and accuracy, both in-person and via OnBase.
  • Drafts audit reports with findings and recommended Plans of Correction.
  • Reviews Form I-9 correction memos submitted by Local Human Resources for accuracy and completeness.
  • Conducts follow up audits to ensure all identified issues with Form I-9 and E-Verify have been corrected.
  • Submits cases to E-Verify, reviews and documents results.
  • Updates Form I-9/E-Verify documents and resources on the HRSharePlus site.

Background Investigations
  • Assists with the management of the contract for the System's background vendor and the related RFP process, when required.
  • Assists with the validation and tracking of invoices from the background vendor for centralized payment on behalf of the facilities.
  • Assists with audits completed background reports for completeness and accuracy.

Additional Responsibilities
  • Participates in special projects and performs additional duties, as assigned.


Minimum Qualifications

* Qualifications for Central Office.
** Qualifications for Health Care Facilities.
1. A Baccalaureate Degree in Management, Economics, Business Administration, Public Administration, Psychology or related field, with emphasis on personnel administration, employee and management relations or related discipline from an accredited college or university; and,
2. Five* or three** years experience in personnel management, employee relations, management or public administration, with at least three* or one** year(s) of progressively responsible experience in personnel management, employee relations programs, administration and benefits in a large public or private organization; and,
3. Comprehensive knowledge of theory and principles and their application to personnel administration in employee relations, including aspects of training, employee development, labor relations, knowledge of research design trends and developments in personnel, employee relations and general management fields; or,
4. A satisfactory equivalent of education, training and experience.

Department Preferences

  • At least four (4) years of prior Human Resources experience processing Form I-9s, conducting internal audits and training Human Resources professionals in the Form I-9 and E-Verify process.
  • SHRM Certification
  • Fully competent in all Federal Requirements regarding Form I-9 and E-Verify
  • Expert knowledge of visa types and restrictions related to employment
  • Pre-Employment Background investigations
  • Human Resources experience, including conducting background investigations, processing Form I-9s and creating cases in E-Verify
  • Advanced knowledge of Microsoft Office products, including Excel
