Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Government Relations Area of the agency.

The Government Relations Specialist III Performs highly advanced (senior-level) legislative and consultative work. Work involves coordinating activities and serving as a liaison between a state agency and governmental and legislative entities. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Due to the nature of this position, some work on weekends and evenings will be expected.

Performs other duties as assigned by the Government Relations Director and/or the Executive Team. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Elements:

Participates in agency activities related to the legislative session; attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons. Additionally, prepares comprehensive summaries and reports of these meetings and hearings.

Assists in creating fiscal impact statements and drafts background summaries, bill analyses, and other requested documents related to legislation and policy issues.

Proactively communicates with state and local officials, as well as with other state agencies, to facilitate coordination and collaboration.

Collaborates with internal subject matter experts within the Texas General Land Office to deliver strategic government relations guidance and insights.

Drafts detailed responses to legislative inquiries, and meticulously reviews and edits correspondence to ensure accuracy and clarity.

Knowledge, Skills, and Abilities:

Knowledge of the federal and state legislative processes and state government administration.

Skill in compiling, evaluating, and presenting legislative information; in problem solving and negotiating; in policy analysis and research; and in the use of a computer and applicable software.

Ability to analyze various issues, to work under pressure and meet close deadlines, to communicate effectively, and to provide guidance to others.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work site) is routinely required to carry out some duties. This position requires extensive computer, telephone, and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destinations and when traveling on state business including fieldwork and training assignments.



Qualifications:

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment.
  • Three (3) to Five (5) years of experience working with the federal or state legislature, legislative staff, or research services.
  • Experience and education may be substituted for one another.


Preferred Qualifications:

  • Experience representing the agency in Legislative Sessions including attending legislative/congressional hearings, meetings, and other functions with legislative/congressional staff and other legislative/congressional liaisons.
  • Experience working for a Texas state agency and familiarity with Texas state laws and rules governing state agency administration and Legislation.
  • Familiarity with Texas state agency operations, including the Centralized Accounting and Personnel System (CAPPS).
