Summary
This is a TEMPORARY, INTERMITTENT position is in the Office of Analytic Outreach, Bureau of Intelligence and Research (INR/AO). The incumbent serves as a Grants Management Specialist responsible for the entire Title VIII Program by providing strategic direction, grants management and administration, and by managing, administering, monitoring, and evaluating all Program components.

Duties
- Serves as an expert and technical advisor responsible for the full range of functions related to the Title VIII award and administration of a broad array of Title VIII grant awards.
- Analyzes the impact and applies the Indirect Cost rates, which are binding on all other
Government Departments and Agencies. - Tracks, reviews and analyzes post award financial reports, expenditure reports, correspondence and identifies financial and administrative problems or potential problems.
- Initiates audit oversight activities for the bureau on a variety of complex grants management issues and works closely with grantee institutions to resolve questionable cost compliance issues.
- Exercises signatory authority, within established monetary limits, to enter into or modify grants and cooperative agreements on behalf of the Government under Federal Assistance Laws and Regulations and specific legislative authorities.
- Reviews and evaluates, through use of accounting surveys and other techniques, all aspects of grant program applications and budget estimates to ensure adherence to grants management policies, regulations and statutory requirements.

- Experience monitoring the review and evaluation of grantees for compliance with policies and regulations; and advises independent review panels by interpreting policy.
