Eleven years of professional experience, of which two years must
have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.

A bachelor's degree may substitute for four years of the general professional experience.

Preferred Qualifications: "Experience working on Aging and Long Term Care policies in New York State; Familiar with various Medicaid reimbursement methodologies of New York State, based upon published regulations, state statute and Centers for Medicare and Medicaid Services (CMS) federal requirements; Excellent project management skills with a proven ability to meet tight deadlines, as well as having multiple interested stakeholders; Excellent organizational skills and ability to handle multiple competing priorities; Excellent data analysis skills, including deep knowledge of excel, large data-sets, and descriptive statistics; Strong time management skills and attention to detail; Excellent research skills, including proven ability to analyze academic research, legislative bill copy, key statistics and data; Excellent written communication skills including writing for senior officials and the general public, as well as copy-editing; Comfortable with grant reporting requirements and ability to keep required documentation; Bachelor's Degree;
Demonstrated commitment to diversity, equity, and inclusion with proven experience in promoting an engaging and positive organizational culture.

The preferred candidate will also be familiar with representing departmental interests and serving as spokesperson and liaison to Executive staff and have experience working with other state and federal governmental programs. Experience with second-level professional supervision as well as strong oral and written communication skills is also desired.

Duties Description Reporting to the Director of the Center for Aging and Long Term Care Policy and Finance Initiatives, the Health Program Director 1, will serve as the Deputy Director of the Center and will be responsible for directing, managing, and overseeing the activities of all programs within the center. Responsibilities include, but are not limited to:

- Ensuring Center programs are administered in accordance with Federal and State rules and regulations, and Department of Health policies; ensuring that Center personnel and fiscal resources are utilized efficiently and appropriately to accomplish Center objectives.
- Providing direct and indirect supervision to all Center staff and maximize staff performance.
- Representing the Department and the Center in meetings with public and private stakeholders and Executive staff.
- Being directly involved in managerial policy and development, and administrative and managerial decisions regarding Center staff.
- Directing and developing policy and procedures in conjunction with and in response to state and federal laws, regulations, and mandates.
- Building an organizational culture of equity, collaboration, inclusivity, respect, and recognizing staff excellence.

Additional Comments The Center for Aging and Long Term Care Policy and Finance Initiatives is a growing Center in the Office of Aging and Long Term Care with significant high-level policy responsibilities in responding to enacted legislation, including budget bills; developing proposals to support the infrastructure of long term care across all payers and the efficient delivery of long term services and supports; interact with stakeholders across a broad cross section of representative bodies and fields and keep OALTC colleagues and leadership apprised of developing trends, needs and activities across the nation. The Center involves both quantitative and qualitative analysis across a very broad portfolio that includes grants to distressed providers and facilities, tracking trends that impact these financially distressed entities, Medicaid and Medicare funded long term services and supports, Home and Community Based services and compliance with federal and State rules and regulations, improvements to the State's Managed Care and Managed Long Term Care system, affordable and accessible housing and expanding appropriate quality metrics, among others.

Permanent, full-time, non-competitive appointment. Occasional travel to areas not served by public transportation will be required (up to 10%).
