Non-Competitive: Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.
Substitution: a bachelor's degree may substitute for four years of the professional experience described above.
Preferred Qualifications: The preferred candidate would have excellent written and oral communication skills and a demonstrated ability to lead multi-disciplinary teams, manage multiple priorities and meet deadlines.
Duties Description This HPD 1 position will act as Director of the Bureau of Child Health Plus within the Child Health Plus and Consumer Assistance Group in the Division of Eligibility and Marketplace Integration. The Bureau of Child Health Plus (CHPlus) is responsible for ensuring consistent interpretation and application of State and federal laws, rules, and regulations of the State's CHPlus program. This includes the development and submission of state plan amendments for approval by the Centers for Medicare and Medicaid Services and required federal reporting. The incumbent will be integral in ensuring policy guidance and technical assistance is provided to New York's CHPlus health plans and the NY State of Health Customer Service Center regarding the program and ensuring enrollment and eligibility issues are addressed and resolved. The HPD 1 will lead the Bureau in the development and management of all Child Health Plus health plan contracts to ensure compliance with state and federal laws and regulations and direct the Bureau's fiscal oversight of the program. The HPD 1 will also provide oversight of staff within the Bureau responsible for resolving consumer issues related to the program.
