Job Summary

*Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available.

The incumbent conducts continuing and special studies requiring specialized knowledge of program operations and the application and interpretation of policy to recommend and install new or revised work methods for Behavioral Health Administration information systems. Provides historical knowledge of information systems to analyze need for data management/reporting and system change. Is primary liaison with clinical policy and legislative staff to represent Behavioral Health Division business interests in planning, design, testing, implementation, training, system-user manual development and enhancement phases to deliver quality system development and re-tooling on time and within budget.

Responsibilities include, but not limited to:
  • Conduct systems/business process analyses and recommend changes to methods/policies so that system requirements align with public policy development, are clearly defined and reflective of client's needs, and positively impact project completion and overall timelines.
  • Prepare detail design specifications for new systems or enhancements to existing systems.
  • Manage the functional operation, reporting, and maintenance of all assigned systems to assure continued efficient operation.
  • Plan, coordinate, and manage required, requested, and ad hoc business reports, geospatial reports, and assigned systems projects to ensure system requirements align with public policy development .


Qualifications

Minimum Qualifications

There are three (3)differentways to qualify for this position and you must have the required work experiences :

One (1) year of expert experience performing IT systems work, data collection, and data transformation along with the required work experiences listed below.

OR

Three (3) years of experience assisting with IT systems work, data collection, and data transformation along with the required work experiences listed below .

OR

Bachelor's degree in business analyst, data analysis, computer science, or another closely related degree.

AND

Two (2) years of experience assisting with healthcare data analysis, data collection, and data transformation along with the required work experiences listed below .

Required work experiences must clearly demonstrate:
  • Understanding of data practices laws, HIPAA, rules, and best practices.
  • Technical knowledge to analyze data, identify issues, and recommend changes.
  • Competent at using MS Office Suite including Word, Excel, PowerPoint, and Crystal Reports.

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond flexibly to requests and concerns.
  • Knowledge of the following software: MMIS, MAXIS, and SSIS.
  • Practical understanding of Drug and Alcohol Abuse Normative Evaluation System ( DAANES )
  • Demonstrated experience facilitating discussions to guide, solicit and explore diverse perspectives.
  • Knowledge of the legislative and public policy development.
  • Experience developing or implementing changes to human services programs and operations.

  • The MinnesotaDepartment of Human Services (DHS) will conduct criminal background checks on all finalists for this position. Finalists must pass the DHS background check.
