Position Description

Performs advanced material tests and manufacturing process inspections in laboratories, plants and/or at points of supply. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Essential Duties:

• Analyzes procedures to identify deficiencies and recommends improvements to management.

• Coordinates test and inspection results with engineers, inspectors and material producers and suppliers.

• Represents the Department in dealings with producers and suppliers.

• Trains and assists other inspectors and private sector employees and provides project specification information.

• Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.

• Handles material or production problems referred by less experienced inspectors.

• Performs tests and inspection duties.

• Records test data on worksheets and performs calculations to convert raw data into specific units of measurement.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies

Experience: 6 YEARS Laboratory work, material inspection or other eng-related activities (Experience can be satisfied by fulltime or prorated part-time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid Driver License. This position requires driving a state vehicle.
  • Must have or obtain certification in one of the listed HMA certifications within 12 months of date of hire:
    • Hot Mix Asphalt Spec-IA Cert
    • Hot Mix Asphalt Spec-IB Cert
    • Hot Mix Asphalt Spec-II Cert


Competencies:

Extensive knowledge of:

• Aggregates and asphalt

• Applicable inspection methods, procedures and techniques

• Materials used in highway/bridge construction and maintenance

• Laboratory testing procedures and methodologies

• Soil types

• Applicable industry safety standards, guidelines, and specification codes

Considerable knowledge of:

• Materials design, specifications and applications

Expert skill in:

• Using applicable electronic test equipment

Proficient skill in :

• Interpreting applicable information

• Conducting laboratory tests

• Using computers and applicable programs, applications, and systems

• Maintaining a safe and effective working relationship with others

Physical Requirements and Working Conditions:

• Subject to inside and outside environmental conditions

• Subject to noise

• Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation

• Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.

• Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.

• Walking-moving on foot to accomplish tasks: long distance/from one work site to another

• Lifting-raising objects from lower to higher position/horizontally to a different position

• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
