Salary / Plan Grade:

Construction Inspector IV: B21 $51,278 - $82,901 / yearly

Construction Inspector V: B22 $54,614 - $88,703 / yearly

Position Description

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as a consultant regarding work progress and problem resolution. OR Oversees statewide oversight activities for construction projects; acts as a consultant regarding work progress and problem resolution and/or provides statewide technical assistance and training in support of implementation, oversight and review of Site Manager activities.

Trains others. May lead the work of professional and technical employees. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. May perform material tests/manufacturing process inspections at fabrication sites. Work requires contact with other governmental agencies and private entities to include contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

The essential duties for a Construction Inspector IV include :

  • Composes correspondence, reports and supporting documents; files; orders supplies and equipment.
  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Handles problem calls from producers, suppliers, inspectors and construction project field personnel.
  • Informs plant personnel of material or production problems, rejects substandard material and assists in determining cause for material problems.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades.
  • Observes and inspects ongoing construction work.
  • Prepares and reviews correspondence.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Resolves differences in interpretation of plans and specifications.
  • Drives/travels to geographically separated fabrication plants/project sites to monitors program status; perform unannounced inspection of operations, and problem resolution.
  • Schedules, coordinates and performs in-plant structural product inspections and intermediate audits.
  • Documents work progress and issues arising throughout scope of project.
  • Performs other job responsibilities as assigned.


Additional duties for a Construction Inspector V include :

  • Rejects substandard material and informs producers and suppliers of material and production problems.
  • Trains and mentors less experienced inspectors on work methods.
  • Drives/travels to geographically separated fabrication plants/project sites to monitors program status; perform unannounced inspection of operations, and problem resolution.
  • Independently schedules, coordinates and performs in plant structural product inspections and intermediate audits at local an/or geographically separated locations.


Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience :

Construction Inspector V = 7 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.

Construction Inspector V = 8 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.

(Experience can be satisfied by fulltime or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:

Having the following certifications is preferred:

  • Level 1A HMA Plant Specialist, Level 1B HMA Roadway Specialist,
  • Level 2 HMA Mix Design Specialist,
  • SB101 Materials Properties Specialist,
  • SB102 Field Specialist,
  • SB103 Materials Analyst Specialist,
  • SB201 Moisture-Density Specialist,
  • AGG101 Aggregate Properties Specialist, and American Concrete Institute Certified.


Competencies:

Competencies for a Construction Inspector IV include:

  • Proficient in: AASHTOWare Project Construction & Materials (APCM), TXDOT sampling, and TXDOT testing procedures.

  • Preparing and maintaining confidential and sensitive records, files and reports
  • Interpreting applicable information
  • Using computers and applicable programs, applications, and systems
  • Maintaining a safe and effective working relationship with others

Physical Requirements and Working Conditions:
