Job Summary

Join our dedicated Housing Support team in the Homelessness, Housing, and Support Services Division, where you will play a vital role in shaping, applying, and enhancing Housing Support program policy. In this role you will develop, implement, and refine high-quality training and technical assistance resources for Housing Support providers. You will also support the integrity and effectiveness of our quality assurance program.

In this position, you will provide extensive training and support, helping providers navigate the Housing Support program while identifying and addressing knowledge gaps. Your work will help ensure timely issue resolution and the continuous improvement of our programs.

Responsibilities include, but are not limited to:
  • Collaborate in the development and interpretation of Housing Support policy, training both internal and external partners on best practices and program standards.
  • Create and maintain comprehensive training materials for new and prospective Housing Support providers.
  • Offer technical assistance to enhance provider programs, ensuring the incorporation of best practices.
  • Support the Housing Support quality assurance program, implementing processes for compliance with established standards in partnership with county and Tribal Nation staff.
  • Support strategic initiatives from Minnesota's Olmstead Plan and the Minnesota Interagency Council on Homelessness' Crossroads to Justice Strategic Plan .


Qualifications

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Three (3) years of specialized expert experience in government or non-profit agencies focused on supportive housing, housing assistance, housing support, or related programs.

Experience must include:
  • Familiarity with housing support eligibility and quality assurance standards.
  • Understanding of eligibility, payment, and tracking systems such as MAXIS, MMIS, and HMIS.
  • Program design, implementation, management, and policy development.
  • Developing and presenting effective training resources.
  • Program and project management.
  • Proficient use of Microsoft Office products (Outlook, Teams, OneNote, etc.).

Bachelor's degree in social work, public policy, public administration, or a related field may substitute for one (1) year of work experience.

Master's degree in social work, public policy, public administration, or a related field may substitute for two (2) years of work experience.

Preferred Qualifications
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • In-depth understanding of eligibility and quality assurance standards for housing support.
  • Comprehensive understanding of all housing support setting types, including their unique requirements and best practices, and the ability to apply this knowledge in training and technical assistance.
  • In-depth understanding of the role and function of eligibility, payment, and tracking systems such as MAXIS, MMIS, and HMIS.
  • Experience in analyzing and addressing quality assurance issues.
  • Skill in clearly communicating complex information to diverse audiences.
  • Expertise in developing training materials and technical assistance tools.
  • Experience interpreting and applying state and federal laws.
  • Strong facilitation skills for guiding discussions and soliciting diverse perspectives.
  • Proven ability to prioritize effectively in a dynamic environment with multiple stakeholders.
  • Exceptional communication and interpersonal skills for professional engagement and responsiveness.
  • Knowledge of DHS policies, procedures, processes, laws and rules, state information technology practices and issues.

  • The MinnesotaDepartment of Human Services (DHS) will conduct criminal background checks on all finalists for this position. Finalists must pass the DHS background check.
