As a working-level supervisor, the incumbent will supervise, plan, organize, and direct the day-to-day personnel, payroll and benefit activities in the Payroll and Benefits unit whom perform the full range of personnel, payroll, and benefit transactions, position control, reorganizations, various reporting, SAP Human Resources Administration functions along with various special project assignments or implementation of governmental mandates, audits and drills. Perform all aspects of supervision and training of all staff directly and/or through subordinate supervisors, while balancing administrative duties and special projects.

Your responsibilities primarily include:
  • Supervise and train staff the use and purpose of all personnel, payroll, and benefit related processes and documents and the useof the SAP, SCO, CalPERS, HR Connect and ERMS systems
  • Provide technical and strategic guidance, leadership, direction, and mentoring to all staff and through a subordinate supervisor. Establish goals and priorities, action steps and time frames for accomplishing the work
  • Assist in the development and implementation of an effective training program curriculum for payroll and benefit unit staff, Administrative Officers, HR Assistants, and line organizations in the areas of payroll and benefit unit processes
  • Oversee the on-going maintenance and upgrades to the SAP HR Administration Modules, including in the areas of Personnel, Time, and Organizational Management
  • Assist in the oversight of Division of Human Resources configuration/reporting/ testing, and ServiceHub Tickets to meet DWR business requirements and ensure compliance with DWR's HR business processes, policies, and procedures
  • Interpret and apply governmental laws and rules concerning personnel transactions
  • Review staff's documents for accuracy and compliance
  • Monitor performance, identify gaps or deficiencies in knowledge or skill, and provide feedback to staff on performance
  • Participate in developing and/or updating policy and procedures such as the Personnel Specialist Reference and Benefit Manuals, and Enterprise Process Guides
  • Work collaboratively with state control agencies and other governmental entities
  • Provide technical direction in the handling of sensitive personnel transaction issues
  • Answer inquiries from employees
  • Keep abreast of rules, regulations, departmental policies and procedures, and union contract changes related to personnel and payroll functions in order to provide training and technical assistance and ensure compliance
  • Create and promote an equitable and inclusive workplace where diversity is celebrated and valued

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Detailed knowledge of Human Resources rules and regulations, departmental policies and procedures, and other HR related statues, laws, rules, regulations, and legislation related to personnel, payroll, benefits, and position control, including reorganizations.
  • Ability to research, interpret, and apply HR State laws, rules, regulations, bargaining unit provisions, as well as departmental policies and procedures
  • Solid experience performing human resources/Personnel Specialist/Senior Personnel Specialist functions, including personnel transactions, payroll, time recording, benefits, and position control.
  • Experience as a Personnel Supervisor or lead person, training, guiding, and mentoring lower level staff.
  • Experience developing or revising training materials and writing policies and procedures.
  • Experience implementing and/or maintaining workflow tracking
tools to ensure critical deadlines are met.
  • Ability to motivate staff and encourage team support.
  • Ability to provide quality and tactful customer service, communicate effectively, and maintain cooperative relationships.
  • Ability to work independently and with a team under limited supervision.
  • Ability to take initiative, organize and prioritize work to meet
established deadlines.
  • Ability to analyze and collect data, identify problems, and make recommendations. Organize, prioritize, and detail oriented with the ability to multi-task and handle shifting priorities.
  • Strong written and verbal communication and organizational skills.
  • Strong proficiency in Microsoft Outlook, Teams, Word, Excel and familiarity of SAP is highly desirable.
  • Experience working with the various HR systems such as SCO, myCalPERS, and HR Connect.
