Job Duties

Do you enjoy working with a diverse group of people? Are you knowledgeable of HR principles, policies, and practices? Then look no further! The Virginia Department of Energy, Administration program, is seeking a Human Resource Manager to provide a range of human resource services to the agency. The successful candidate will serve as the subject matter expert in benefits, payroll, and leave administration while handling a broad range of other HR functions. When necessary, the position will serve as the team lead to provide work direction and instructions to the human resources staff.

Minimum Qualifications

The successful candidate should have the following knowledge, skills, abilities, and experience to qualify for this position:
• Knowledge of human resource principles and practices
• Managing payroll administration, state and federal payroll regulations and policies, FLSA, financial data reconciliation
• Considerable knowledge of benefits administration to include health care, short-term/long-term disability, Worker's Compensation, FMLA, leave, and various retirement plan options including defined contribution plans
• Ability to utilize Excel to compile and analyze data to partner with Finance for payroll certification, reconciliation, and payroll/benefits audits
• Researching and analyzing information to present sound recommendations and responses; interpret and communicate policy, regulation, and law; provide effective consultation and problem resolution services and coaching to all levels of an organization related to payroll, retirement/benefits and other relevant HR issues
• Support onboarding efforts of new employees including new employee set-up of benefits
• Ability to work independently, with a team, multi-task, manage a heavy work volume, and meet the ever-changing demands in a fast-paced environment is essential
• Exercise independence in decision-making
• Skill in use of Microsoft Office technology and required state software
• Excellent organizational, analytical, and communication skills
• Highly organized and multi-task effectively
• A valid driver's license with a good driving record

The individual accepted for employment will have to successfully pass a drug test, background and reference check as part of the Virginia Energy pre-employment process.

Additional Considerations

• Experience in HRIS personnel transaction processing and reporting, experience with the Cardinal Human Capital Management system preferred
• Experience with VNAV, Cardinal, Payroll Service Bureau Portal desired
• Experience with Commonwealth of Virginia Benefits Administration desired
• Accounting/Finance background or experience desired
• PHR or SHRM-CP certification desired
• A combination of training, experience, or education in Business Administration, Human Resources or related field desired
