Major Duties and Responsibilities

Under administrative direction, plans, directs and oversees statewide guidance to counties and/or providers to ensure compliance with state and federal laws, rules and regulations: oversees and directs development of rules, policies, procedures and program guidelines (e.g., not all inclusive but including substitute care; Interstate Compact for the Placement of Children [ICPC]; kinship; adoption; Interstate Compact on Adoption and Medical Assistance [ICAMA]; Indian Child Welfare Act [ICWA] programs and general health issues affecting children in agency care); analyzes and interprets federal and state statutes governing children placement and ensures compliance with statutory requirements; conducts legislative reviews on new federal and state legislation; provides technical consultative assistance to County Department of Job and Family Services (CDJFS) program administrators, public and private children services agencies; designs and reviews statewide implementation and operational strategies to improve placement services; analyzes fiscal impact and makes budgetary recommendations regarding delivery of service systems for placement services statewide; represents the Ohio Department of Children and Youth (DCY) at statewide conferences, meetings, briefings and training; makes presentations regarding children placement programs; writes position papers and drafts speeches; prepares and oversees preparation and maintenance of reports and training materials related to children placement services in Ohio.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development). Performs other related duties as assigned (e.g., conducts and participates in staff meetings; travels to attend trainings, conferences, and seminars; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Qualifications
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

Completion of undergraduate core program in social or behavioral science or pre-medicine; 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.

-Or completion of graduate core program in social or behavioral science or medicine-related field; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Preferred Qualifications

At least 3-5 years of child welfare experience with substitute care settings and certification of out of home care settings.

Experience with managing/supervision of project and/or team with child welfare - goal setting, task assignment, and review.

Experience in development of presentation, reports, review and analysis of state and federal legislation

Experience with public speaking and presentation both virtually and in person

Experience facilitating workgroups and/or meetings with 20+ stakeholders (internal and external).
