We are accepting applications for a Financial Program Manager within the Office of Financial Management, Budget Team, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.

What You'll Do:

Under the direction of the Budget Financial Manager:
  • Manages the agency Chart of Account, consisting of the Ohio Administrative Knowledge System (OAKS) financial accounts to enable the agency to accomplish required/desired costs reporting goals & various financial coding projects within the department with financial accounting impact.
  • Reviews, validates, & updates Agencywide OAKS Chartfields; creates Chart of Accounts reference documents; works with upper-level management to ensure Chart of Accounts align with OhioMHAS initiatives.
  • Coordinates reviews of OAKS Chartfields (HCM & Financial) and provides training to management & staff.
  • Serves as the primary contact with the Department of Administrative Services (DAS) Payroll, Ohio Shared Services (OSS)/Requirements & Configuration Management (RACM), & the Office of Budget Management (OBM) regarding all Chartfield issues.
  • Manages OAKS conversion projects (i.e., coding structure changes), including interactions with other Central Office (CO) departments, Ohio Pharmacy Services (OPS), & Regional Psychiatric Hospitals (RPH).
  • Manages coding changes related to hospital openings, mergers, &/or closures.
  • Interviews stakeholders to determine needs & expectations; ensures compliance of completed tasks & addresses any problems found in testing/piloting, oversees the implementation schedule, determines & coordinates training end users & affected personnel.
  • Manages the creation of OhioMHAS Human Capital Management (HCM) Payroll combo codes; reviews, validates, & updates agency-wide HCM combo codes & related chart fields as needed to ensure alignment with the agency's funding & Table of Organization structures.
  • Verification of coding & applicable funding sources (e.g., General Revenue, Federal & discretionary grant funds); provides combo code information to Human Resources at various locations (e.g., Central Administration, RPHs, & OPS for implementation & entry into HCM.
  • Processes & submits Agency Payroll Journal; completes Agency Payroll Journal corrections as needed.
  • Performs various budgetary analysis; provides reports; recommends budgetary controls; provides input to upper-level management regarding agency policies & procedures.
  • Recommends courses of action to improve agency performance; responds to special requests from upper-level management; attends meetings.
  • Assists with Agency Biennial Budget formulation & implementation.
  • Assists with the collection of data needed to complete Medicare/Medicaid Cost Reporting.
  • Provide technical assistance.
  • Performs other duties as required.
Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

Qualifications
54 mos. exp. or 54 mos. trg. financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
