Summary

The Information Technology Project Manager position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Service Division (FJDS). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.

Duties

This position will report to the Senior Product Portfolio Manager in the Federal Judiciary Digital Services Division (FJDS), Case Management Systems Office (CMSO), Department of Program Services (DPS). The CMSO is seeking a self-motivated, dynamic, and experienced Information Technology Project Manager to join its team. The IT Project Manager is a key leadership role for providing oversight for modernization projects within CMSO. Oversight includes monitoring the product development portfolio components (projects and their sub-projects) such as cost, quality, plan vs. actuals, end-to-end roadmap of product portfolio, risk, schedule, resource, budget, and the analysis and reporting of the objectives and key results (OKR) as well as the key performance indicators to track the return on investment and the effectiveness of the data products developed. The incumbent will work closely with other offices within the Administrative Office (AO), for example, offices within the Department Technology Services, which is responsible for enterprise-wide technology across the Judiciary and the procurement management division in the Department of Administrative Services. The incumbent will be responsible for executing the IT Project Management Framework for multiple projects and coordinating with stakeholders across the Administrative Office (AO) and with the various court working groups. The incumbent will be required to provide program and project oversight and management and will be required to lead and provide guidance in areas throughout the entire software cycle in a customer-focused environment where high-quality deliverables must be met on time and operations are considered critical.

The duties of the position include, but are not limited to:
  1. Providing program and project oversight to include multiple agile teams; and developing case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
  2. Developing standard guidelines, processes, policies, and procedures for program and project management in an agile environment (i.e., managing cost, time, resource, scope, risk, stakeholder, etc.) including, working with Product Owners and stakeholders to develop the product vision and roadmaps.
  3. Providing government oversight of contractor staff on multiple agile teams.
  4. Leading, managing, and mentoring personnel, and holding team members accountable for meeting defined standards and expectations.
  5. Creating a collaborative consultative work environment with matrix teams and workgroups across department and cross-functionally.
  6. Improving and maintaining the Program and Project Management, the agile program, leadership, individual and group training, and processes.
  7. Exploring and implementing a variety of best practices and standardized processes to ensure operational efficiency and scalability.
  8. Facilitating the development and implementation of detailed reports to keep key stakeholders up to date on progress, issues, and outcomes.
  9. Leading, managing, and facilitating concurrent projects, while remaining flexible with changing priorities, timeframes, and scope of services.
  10. Escalating issues and concerns to the CMSO management team promptly; determining resolutions to issues as they arise without direction; and managing risks and mitigations accordingly.
  11. Conducting gate reviews as required by our IT PM Framework.
  12. Conducting Project Management Reviews (PMRs) with key leadership across CMSO; addressing feedback from management promptly; and following all defined processes, templates, procedures, etc.
  13. Working closely with Product Owners, stakeholders, and all CMSO divisions to progress our efficiency and effectiveness.
  14. Coaching, mentoring, and encouraging project team members to take action and be accountable for their assigned work.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
  • Providing extensive knowledge in project management and overseeing and making recommendations to support process improvements;
  • Experience performing program and project management in an agile IT organization; and
  • Experience with implementation of Agile techniques and SCRUM.
