Pay

This position is an Exempt position at pay grade 216.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The IT Application Analyst III develops and deploys integrated solutions aimed at modernizing, consolidating, and coordinating the departmental and enterprise applications, systems, and platforms. They determine how existing applications, legacy systems, databases, web interfaces, and/or hardware logic, which may be currently operating on multiple platforms, work together to meet the new and emerging enterprise requirements.

Responsibilities

• Performs advanced application management

• Stays current on emerging application software technologies, as appropriate for the application(s) supported

• Participates in application evaluation, development, design, installation, configuration, upgrades, testing, and maintenance

• Manages development of applications and information systems

• Monitors application for compliance to IT standards and policies

• Reviews and assists team in providing reports for customers and staff using enterprise reporting tools

• Requires advanced knowledge of methods and techniques for evaluating software application requirements

• Participates, along with other IT team members, in requirements definitions, identifying end-user operational and customer service delivery needs

• Assists in developing functional specifications used to procure and deploy specialized applications

• Provides technical expertise and assistance in designing and developing applications

• Supports complex project management activities; leads meetings and interacts with business process owners to advocate solutions for business problems, where appropriate, and to communicate how IT systems can meet business needs

• Facilitates discussions between departmental representatives to reach best practice and cost-effective solutions

• Leads team in providing support for application development and implementation for low to high complexity

• Works closely with customers and team members to understand business requirements that drive the analysis and design of quality technical solutions

• Aligns solutions with business and IT strategies that comply with the organization's architectural standards

• Analyzes system capacity and modifies procedures to solve interface problems

• Installs and configures business software applications

• May be asked to perform other duties as assigned

Qualifications

• Requires an Associate's Degree (AA/AS)

• Minimum of four (4) years of experience

• A combination of education and pertinent experience may be considered

• Must be able to pass a Criminal Justice Information Services (CJIS) background check

• Microsoft Office 365, Application Security, System/Integration Testing, Software Evaluation, Operating System Concepts

• Microsoft SQL, Crystal Reports and SSRS, Enterprise Applications, and use of debuggers

• Oracle SQL, Java/.Net, C++/C Sharp, HTML, Web Development, IIS, Apache, Web Services, Stored Procedures, SharePoint, PowerShell

• PowerBI preferred

• Microsoft SQL Server and Creating Tables/Datatypes preferred

• Project Documentation preferred

• ERP, Asset Management systems, Process Documentation, Process Flows and Document Management preferred

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
