Job Duties

The Department of Motor Vehicles is seeking an IT Development Manager - Finance for a full-time position with our IT Services group in Richmond, Virginia. This position is open to current DMV employees only.

This position requires knowledge of a variety of technical environments and the concept of integration and enterprise architecture with considerable management skills including planning, managing, directing, developing and organizing. Responsibilities range from technology planning and strategy setting, through user request, business objective statement, business process definition, requirements definition, system construction/code generation, deployment and post-implementation review.

The incumbent in this position will be responsible for setting strategy, organizing and performing activities related to planning, supervision, project management, development, installation, maintenance and performance of systems running on main processors and other hardware platforms. Additionally, they will utilize managerial/technical tools and techniques to include interaction with users, management, and technical staff.

This position is responsible for all daily online and nightly batch processes that support DMV financials. This includes accurate and efficient billing and refunds and revenue distribution.

Minimum Qualifications

•Experience in a variety of technical environments and the concept of integration and enterprise architecture.
•Experience in systems development life cycle and various methodologies including AGILE development, design, prototyping, reusability, code generation, construction and testing.
•Experience with mainframe and other platforms plus development and support of systems functioning both locally and at remote sites.
•Experience with Oracle, ADABAS, NATURAL, CONSTRUCT, VB, ASP, VB.net and PREDICT; networks, operating systems including UNIX, local and remote communications/printing, software distribution and configuration management; prototyping, code generation, porting, and reusability.
•Experience with CSS financial, DMV billing system, Fuels Tax, Returned Checks etc. other financial application systems is required.
•Experience with management skills including planning, managing, directing, developing and organizing.
