Essential Functions
• Supports Assistant CIO in all their activities including but not limited to customer relationships, vendor management, technology support and internal team development
• Serves as trusted business partner and advisor to other City and BWP departments and business units for the delivery of technology solutions
• Drives the resolution of production issues related to stability, security, scalability and reliability of vast array of digital products and systems
• Manages day-to-day operations of critical business systems for the following Value Streams: Police, HR, Finance, Parks & Recs, Library, Burbank Water & Power, Community Development and Treasure
• Oversees implementation of large and small system enhancements as part of Product Lifecycle mgmt. ensuring that customer needs are well understood, prioritized and communicated to city leadership and solution partners
Helps to develop multi-year strategy and quarterly roadmaps for architecture, integration, and data pipeline strategy ensuring continuous delivery value deliver, architectural runway and addressing technical debt
• Coaches the team and ensures adherence with industry best practices around SAFe/Agile Methodology including based on core principles of customer-centricity and design thinking leading to customer empathy
• Support Product Managers in preparation for PI Planning, System Demos, Inspect & Adopt events
• Attends Sprint Planning, Review and Daily Standups, acting as a Scrum Master in removing blockers or effectively communicating blockers to the ACIO
• Pays a key role in rolling out changes to the business in accordance with bets change management practices, ensuring successful implementation and adoption through effective communication and training
• Enforces compliance and safety standards applicable to the operation of a modern utility and City
• Helps ACIO in managing various project teams and agile teams, overseeing 3rd party vendors and technical staff ensuring accountability around service delivery, contract management, budgeting & forecasting.
• Drives best practices around documentation and work management by utilizing tools such as Jira, Teams and OneDrive
• Drives continuous process improvements leveraging Lean Six Sigma and Scaled Agile practices to ensure clear understanding and visualization for as-is and to-be processes
• Facilitates Kaizen events and other workshops, driving creative problem solving and digital product innovation utilizing Mural, Miro and other visualization tools
• Helps to track and communicate OKRs and KPIs quantifying value delivery
• Coordinates projects with contractors, vendors, service providers, and outside agencies regarding project requirements, cost effectiveness, and quality assurance
• Ensures coordination of all operational systems
• Manages a variety of administrative duties including budgeting, cost control, and purchasing
• Supervises, trains, and evaluates employees, making effective recommendations regarding hiring and promotions
• Ability to work effectively in a hybrid remote environment

Nice to Have Skills & Experience
Desirable Qualifications:
• SAFe Program Consultant (SPC), Scrum Master, Lean Six Sigma Green or Black Belt, Agile Product Manager, Portfolio Manager and Scrum Master
• Knowledge of Oracle EBS, Oracle HRMS, Oracle Hyperion, Oracle WAM, Civic Plus, Ventiv Claims Enterprise, and CAD/RMS are a plus. If not Oracle, than experience with any other ERP i.e. Workday, SAP, ext.
• Working knowledge of Finance and HR processes and operations
License & Certificates:
• A valid California Class "C" driver's license or equivalent at time of appointment. All required licenses and certificates must be maintained throughout employment in this classification
